These districts were organized under state laws, passed by the respective state legislatures. Such laws are known in most states as Soil Conservation Districts Laws. In enacting them, the various legislatures set forth their determinations: That farm, forest, and grazing lands are basic assets of the states and communities in which they are located, and that widespread land deterioration has resulted in an alarming loss of those assets. They declared it to be the policy of the states to conserve these resources and they passed the soil conservation districts laws to permit systematic attacks on the problem. The state soil conservation districts laws embody two basic princi ples: (1) That any effective attack on soil erosion and land deteriora tion must start in the communities and on the watersheds where the prob lems originate, and (2) that the local land owners and operators should take the initiative in conservation work and have control of it. These laws permit but do not require the creation of a district in any community. Districts are organized by local farmers and ranchers through the process of petition and referendum. They are local units of government and have their own governing bodies, composed of local peo ple. Members of the governing bodies are usually known as district supervisors; in some states they are called commissioners or directors. The state governments retain some control of district activities in a few states, but most districts are entirely self-governing. The economy of the State is closely tied to the raw material that comes from its forests. The value of forest products sold on the stump is estimated at $275 mil lion annually. Timber based indus tries employ some people and generate an annual payroll of $500 million. About 60 percent of the standing wood volume consists of pine species and 40 percent is made up of miscellaneous hardwoods. However, over three-fourths of the volume harvested is pine, and less than one-fourth is hardwoods. Georgia has the largest acreage of privately owned forests of any state in the nation. The nonindustrial private landowner controls three-fourths of the commercial forest acreage and has for years supplied the bulk of wood for industry. This steady supply of raw materials can be credited in part to natural and artificial regenera tion of abandoned agricultural lands during the last 50 years. Each year some of these old-field pine stands grew into merchantable products of either pulpwood or sawtimber. Some partially cut stands also reseeded to pine and some abandoned fields were planted to pine, especially during the Soil Bank Program. All of this contributed to the yearly supply of roundwood products for industry. With the recent cessation of farmland abandonment, new forests are no longer being added, in fact, forest acreage in the State of Georgia is shrinking. Book excerpt: Excerpt from The Forests, Forest Lands, and Forest Products of Eastern North Carolina, Vol. 5 The law inaugurating the Geological Survey provides for the investigation of the timber as well as the mineral interests of the State and in carrying out this provision a systematic examination of the forests was begun in 1891 and has been carried on since that time. The plan adopted in this work embodies a fourfold investigation: first, as to the existing forest resources; second, as to how these resources can be utilized to the greatest advantage with out involving the destruction of the forests; third, as to how the waste lands of the State can be continuously restocked with valua ble trees, and thus our forest wealth perpetuated; and fourth, as to what can be done to encourage the development in the State of enterprises which will manufacture into finished products a larger portion of our timber instead of shipping to other States our crude. Materials for manufacture there. We have found, as will be shown in this Report and others which are to follow at an early date, that our forest resources are. Considerable: and they are now attracting lumbermen and capital from many sections of the country. The lumbering industry in the State is already a large one and is increasing in magnitude; indeed, already the timber is being cut with such rapidity that we mav fairly ask ourselves the question, how long it will be before our forest wealth, like that of many other States, becomes a matter of the past. And we mav also ask ourselves the question, whether it is possible that these resources can be utilized now and at the same time our forest wealth be perpetuated.
