Book excerpt: Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

Available in PDF, EPUB and Kindle. Book excerpt: Labour migration in the Asia-Pacific is dynamic and growing. Variable economic growth, deepening regional integration, and growing disparities in wealth, both within and among countries, have created strong incentives for workers to relocate across borders. Patterns of migration are also becoming more complex: the traditional concept of labour migration as being from 'South' to 'North' is no longer accurate to capture the nuanced patterns of flows across the Asia-Pacific. There is a broad consensus that international labour mobility can contribute positively to development and poverty reduction under certain conditions. The ability to earn higher salaries abroad is broadly good for migrants and their families, and for communities remaining behind in the sending countries. Further, contrary to widespread beliefs that inward migration is socially and economically harmful, receiving countries can also benefit from the skills and economic dynamism brought by new arrivals. But there are also costs involved with migration including: high transaction costs for migrants themselves, low levels of protection for workers' rights, and high human and social costs associated with distance from places of origin. Migration, when not well-managed, can also raise social tensions. Unlike international trade, mechanisms for international governance of migration are underdeveloped. However, some regional initiatives, including regional trade agreements, are increasingly including provisions on migration. This paper reviews recent labour migration trends in the Asia-Pacific region. This is followed by a discussion of the main channels which link labour migration and development combined with analysis of policies that can enhance the developmental impact of migration. Finally, regional co-operation initiatives in the area of migration are summarized and proposals for reform at the regional and bilateral level are advanced.

Available in PDF, EPUB and Kindle. Book excerpt: What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

Book excerpt: Dutta (economics, Rutgers U.) presents international globalization strategies from a historical perspective, then explores their impact on the development of the Asia-Pacific Economic Cooperation organization. Based on personal interviews with people who have worked for the organization, he details its structure and agenda to provide insights into the rise of economic regionalization in general. He finds that the region has used the western European model of formal regionalization, and that the primary challenges to continued success are the limited macroeconomic coordination and the geographical coverage of formal arrangement. Book excerpt: As Japan's newfound economic power leads to increased political power, there is concern that Japan may be turning East Asia into a regional economic bloc to rival the U.S. and Europe. In Regionalism and Rivalry, leading economists and political scientists address this concern by looking at three central questions: Is Japan forming a trading bloc in Pacific Asia? Does Japan use foreign direct investment in Southeast Asia to achieve national goals? Does Japan possess the leadership qualities necessary for a nation assuming greater political responsibility in international affairs? The authors contend that although intraregional trade in East Asia is growing rapidly, a trade bloc is not necessarily forming. They show that the trade increase can be explained entirely by factors independent of discriminatory trading arrangements, such as the rapid growth of East Asian economies. Other chapters look in detail at cases of Japanese direct investment in Southeast Asia and find little evidence of attempts by Japan to use the power of its multinational corporations for political purposes. A third group of papers attempt to gauge Japan's leadership characteristics. They focus on Japan's "technology ideology," its contributions to international public goods, international monetary cooperation, and economic liberalization in East Asia.

Much of the debate has turned on the question of the 'state' versus the 'market' as exclusive (and often competing) explanations of the successful performance of individual countries. This book explores the distinctively interdependent nature of the East and Southeast Asian experience. As firms create a regional organization of production, the growing interdependence of national labour markets is one major outcome.

Book excerpt: The Japanese have long regarded themselves as a homogenous nation, clearly separate from other nations. However, this long-standing view is being undermined by the present international reality of increased global population movement. This has resulted in the establishment both of significant Japanese communities outside Japan, and of large non-Japanese minorities within Japan, and has forced the Japanese to re-conceptualise their nationality in new and more flexible ways. This work provides a comprehensive overview of these issues and examines the context of immigration to and emigration from Japan. It considers the development of important Japanese overseas communities in six major cities worldwide, the experiences of immigrant communities in Japan, as well as assessing the consequences for the Japanese people's view of themselves as a nation.
