Book excerpt: Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers. More than a quarter of these workers are employed in the Asia-Pacific region, where the industry is based on subcontracted production on behalf of international buyers. Rapid movements of manufacturing activity from country to country in search of cost advantages make clothing workers part of a globalizing labour market where they increasingly suffer from job insecurity. This book presents carefully researched case studies which highlight the ways in which labour is informalized, fragmented and made disposable by the globalization of production. Chapters address issues pertaining to rights and citizenship, and new forms of activism and organization in conjunction and coordination with diverse support groups, consumers, and wider global campaigns. Contributors further examine the role of the nation state, government regulatory bodies, as well as independent monitoring systems such as the International Labour Organization. Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.
