As a workable definition of a region the following definition on basis of constructive criteria is suggested: Regions A region is a geographical part of a whole economy that could be identified by means of political and administrative institutions. As constructive criteria a region is defined through free trade between certain regions, mobility of production factors, consistent currency, fiscal and macro-economic policy and shared (superior) institutions. The wider a nations’ area is and the more regions a nation contains, the bigger the chance that the regions have different levels of economic development and economic power. The overall development of an economy is the sum of the development of the individual regions, more exactly the sum of individual economies. From this follows that the economic power of the certain regions must be bettered should the macroeconomic development be improved. This cognition lead to the development of a special field of public policy: regional (economic) policies. Regional policy should achieve two major goals: • maximise economic growth and • minimise social costs As I would show in the next chapter, regional (economic) policy includes a number of instruments. From this the definition of regional policy is as follows: Regional policy Regional policy is the sum of law, strategies and measures for setting and influencing a framework and processes in particular areas of a nation through the government. But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.

Book excerpt: The introduction of the single currency in the European economic space constitutes without doubt the most visible step towards monetary and economic integration in the EU. Those who boosted the birth of the Common Market in 1957 dreamt that this would one day come about as a logical consequence of the integration process. However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. This is something many doubted would ever happen, but which is already a reality, although still in need of a period of consolidation. The most general economic consequences of the EMU have already been analysed in considerable depth. Proof of this is the literature already available. In general, there is coincidence in affirming that the balance of the results expected is clearly positive. Firstly, as a result of the anticipated gains in efficiency, a consequence of reduction of transaction costs associated to the previous existence of different currencies and of the elimination of exchange rate uncertainties.
