Book excerpt: This book investigates the interdependent relations between economic development, regional development, and spatial economic policy in newly industrialized countries, using South Korea as a case study. The analysis concentrates on three aspects: (a) long-term economic restructuring starting with labour-intensive production, followed by capital-intensive and, finally, human-capital and technology-intensive production; (b) the effects of the economic transformation process on regional development; and (c) the significance of spatial economic policy for sectoral and regional economic restructuring.

Available in PDF, EPUB and Kindle. Book excerpt: The book first examines some radical new directions in Korea's regional policies instigated by the newly established permanent Presidential Commission of Regional Development. The existing nine provinces and seven 'Special Cities' (i.e. metropolitan areas), will yield considerable power and budget authority to seven new mega-regions. Many of the ideas behind the new policies (such as territorial cohesion, regional innovation and regional competitiveness) were inspired from abroad, especially Europe. There are also changes at the lower urban scale to modify Korea's traditional top-down strategies. Previous policies, named ?balanced national development', were targeted at undermining Seoul by redistributing activities, including government, to other parts of the country under the zero sum game assumption. The new policies aim to benefit both the Capital Region and other mega-regions under a ?win-win' assumption. The book evaluates these approaches. Original contributions from some of the field's foremost scholars - including Sang-Chuel Choe, Sir Peter Hall, Andreas Faludi, Michael Storper, Takashi Onishi, Maryann Feldman and Sam Ock Park - identify priorities for territorial integration, develop ideas for crossborder cooperation, discuss EU policy and policies for overall regional competitiveness, examine the construction of regional entrepreneurial advantage and consider fiscal policy and decision-making.

Yet, as the country joins the ranks of the world’s most advanced economies, its rapid pace of development has not fully reached every part of its territory. The pace of urbanisation, particularly around Seoul, has placed mounting pressure on the capital’s quality of life, while in rural regions the country’s success has felt distant.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Available in PDF, EPUB and Kindle. Book excerpt: This report offers a comprehensive overview of decentralisation policies and reforms in OECD countries and beyond. Sometimes called a "silent" or "quiet" revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes - in terms of democracy, efficiency, accountability, regional and local development - depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a "geography of discontent" and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

Book excerpt: Growth Pole Strategy and Regional Development Policy: Asian Experience and Alternative Approaches focuses on theoretical and practical issues in regional policy, including analytical and strategic approaches to regional development and underdevelopment problems. The selection first offers information on Asian case studies in decentralization policy and the growth pole approach, including trends in development planning in Japan and the case study of the Mizushima industrial complex. Topics include the period of post-war reconstruction; plan formulation and implementation of Mizushima industrial complex development; and interregional dispersion of development of national economy. The text also examines the case study of the Ulsan industrial complex in Korea. The book looks at decentralization policy, growth pole approach, and resource frontier development, as well as regional structure and uneven economic development in Southeast Asia; policy responses toward regional development in Southeast Asia; and growth pole approach in Southeast Asia. The text also focuses on growth strategies and human settlement in developing countries and growth poles and regional policy in open dualistic economies. The selection is a vital reference for readers interested in the theoretical and practical approaches in regional development policy.

Book excerpt: A detailed examination of the “Korean development model” from its urban dimension, evaluating its sociopolitical contexts and implications for international development cooperation. There is an increasing tendency to use the development experience of Asian countries as a reference point for other countries in the Global South. Korea’s condensed urbanization and industrialization, accompanied by the expansion of new cities and industrial complexes across the country, have become one such model, even if the fruits of such development may not have been equitably shared across geographies and generations. The chapters in this book critically reassess the Korean urban development experience from regional policy to new town development, demonstrating how these policy experiences were deeply rooted in Korea’s socioeconomic environment and discussing what can be learned from them when applying them in other developmental contexts. This book will be of great interest to scholars and researchers in the field of urban studies and developmental studies in general, and in Korea’s (urban) development experience in particular. Book excerpt: In 1999, Indonesia embarked on a reform of regional governance that brings self-governance to rural districts and municipalities, i.e., the administrative and democratic capacity needed to apply basic services like healthcare, national legislation and environment policies. This edited volume is the first book, which not only deals with the 1999 legislation but also shows how the deficiencies and contradictions of this legislation reduced implementation between 2001 and 2004 to a try-out. The book also discusses the adaptations that were the focus of the debate on the revision of the 1999 legislation that resulted in the 2004 update legislation and the amendment of the 1945 Constitution. Anthropological case studies of five provinces complement and deepen the findings of the more general survey reports.
