Book excerpt: The National Wildlife Refuge System Improvement Act of 1997 requires all units of the National Wildlife Refuge System to be managed under a Comprehensive Conservation Plan (CCP). The CCP must describe the desired future conditions of a refuge and provide long-range guidance and management direction to achieve refuge purposes. Charles M. Russell (CMR) National Wildlife Refuge, located in north-central Montana, is in the process of developing a range of management goals, objectives, and strategies for the CCP. The CCP for the Refuge must contain an analysis of expected effects associated with current and proposed refuge-management strategies.

Available in PDF, EPUB and Kindle. Book excerpt: The National Wildlife Refuges provides a comprehensive examination of the laws and policies governing management of the national wildlife refuges, offering for the first time a practical description and analysis of the management regime outlined in the 1997 National Wildlife Refuge System Improvement Act. The 1997 act is the first new statute governing a system of federal public lands enacted since the 1970s. The evolution of law governing the refuge system parallels broader trends in public land management and environmental protection, making the refuge system a valuable case study for those interested in environmental management, policy, and law. The book: describes the National Wildlife Refuge System and its legal history offers a detailed breakdown of the 1997 act, including its purpose, designated uses, comprehensive planning provisions, substantive management criteria, and public participation aspects considers individual refuges and specific issues that apply to only certain refuges discusses oil and gas development in refuges offers observations about how well the refuge system law resolves historic tensions and achieves modern conservation goals A separate chapter examines the special rules governing refuges in Alaska and considers the contentious debate over the Arctic National Wildlife Refuge. Appendixes offer a reference of acronyms and abbreviations, a chronology of the refuge system's development, key statutory provisions (including the full text of the 1997 act), and basic information about each national wildlife refuge. With an approach to conservation that is increasingly prevalent around the world, the National Wildlife Refuge System is an important model for sustainable resource management, and the book's analyses of the refuge system's ecological management criteria, conflicts between primary and subsidiary uses, and tension between site-specific standards and uniform national goals all offer important lessons for environmental governance generally.

Book excerpt: The purpose of the CCP is to identify the role the refuge will play in supporting the mission of the Refuge System and the Lower Mississippi River Valley Ecosystem (LMRE). The CCP outlines issues, concerns, and opportunities expressed to the Service during a public scoping meeting, a series of workshops, and on comment sheets. It also provides a description of desired future conditions and proposes long-range guidance to accomplish the purposes, mission, and vision of the refuge. This guidance is presented in a listing of refuge goals, objectives, and strategies resulting from an analysis of possible management alternatives. The CCP will serve as an operational guide for management of the refuge over the next fifteen years. This plan will: provide a clear statement of the desired future conditions when refuge purposes and goals are accomplished; provide refuge neighbors and visitors with a clear understanding of the reasons for management actions on the refuge; ensure management of the refuge reflects policies and goals of the Refuge System; ensure refuge management is consistent with Federal, State, and local plans; provide long-term continuity in refuge management; and provide a basis for operation, maintenance, and capital improvement budget requests.

Book excerpt: Between fiscal years 2002 and 2007, the refuge system experienced funding and staffing level fluctuations, the introduction of several new policy initiatives, and the increased influence of external factors such as extreme weather that threaten wildlife habitat and visitor infrastructure. Although core funding -- measured as obligations for refuge operations, maintenance, and fire management -- increased each year, inflation-adjusted core funding peaked in fiscal year 2003 at about $391 million -- 6.8 percent above fiscal year 2002 funding. Inflation-adjusted core funding ended the period 2.3 percent below peak levels, but 4.3 percent above fiscal year 2002 levels by fiscal year 2007. Core refuge staffing levels peaked in fiscal year 2004 at 3,610 full-time equivalents -- 10.0 percent above the fiscal year 2002 level -- and then declined more slowly than funding levels. By fiscal year 2007, staffing levels fell to 4.0 percent below peak levels, but 5.5 percent above fiscal year 2002 levels. Through fiscal year 2007, the number of permanent employees utilised by the refuge system declined to 7.5 percent below peak levels. During this period, refuge system officials initiated new policies that: (1) reduced staff positions and reallocated funds and staff among refuges to better align staff levels with funding; (2) required refuge staff to focus on a legislative mandate to complete refuge conservation plans by 2012; (3) shifted to constructing a larger number of smaller visitor structures, such as informational kiosks, and fewer large visitor centres to spread visitor service funds across more refuges; (4) increased the number of full-time law enforcement officers and their associated training and experience requirements; and (5) resulted in additional administrative work. During this period, external factors that complicate refuge staffs' ability to protect and restore habitat quality also increased, including severe storms and development around refuges.

Available in PDF, EPUB and Kindle. Book excerpt: Each fall and spring, millions of birds travel the Pacific Flyway, the westernmost of the four major North American bird migration routes. The landscapes they cross vary from wetlands to farmland to concrete, inhabited not only by wildlife but also by farmers, suburban families, and major cities. In the twentieth century, farmers used the wetlands to irrigate their crops, transforming the landscape and putting migratory birds at risk. The U.S. Fish and Wildlife Service responded by establishing a series of refuges that stretched from northern Washington to southern California. What emerged from these efforts was a hybrid environment, where the distinctions between irrigated farms and wildlife refuges blurred. Management of the refuges was fraught with conflicting priorities and practices. Farmers and refuge managers harassed birds with shotguns and flares to keep them off private lands, and government pilots took to the air, dropping hand grenades among flocks of geese and herding the startled birds into nearby refuges. Such actions masked the growing connections between refuges and the land around them. Seeking Refuge examines the development and management of refuges in the wintering range of migratory birds along the Pacific Flyway. Although this is a history of efforts to conserve migratory birds, the story Robert Wilson tells has considerable salience today. Many of the key places migratory birds use — the Klamath Basin, California’s Central Valley, the Salton Sea — are sites of recent contentious debates over water use. Migratory birds connect and depend on these landscapes, and farmers face pressure as water is reallocated from irrigation to other purposes. In a time when global warming promises to compound the stresses on water and migratory species, Seeking Refuge demonstrates the need to foster landscapes where both wildlife and people can thrive.
