Aujourd'hui, le débat est relancé et la RTT semble susciter des controverses beaucoup plus violentes et tranchées qu'auparavant. Notamment à cause des difficultés de son financement. Tout se joue, en effet, autour de cette question simple: qui paiera la semaine de 35 heures ? Les pouvoirs publics ? l'entreprise ? le salarié ? les gains de productivité ? les quatre ensemble ? Expliquant et analysant l'historique de la RTT en France, mais aussi examinant ce qui a été mis en oeuvre à l'étranger, notamment aux Pays-Bas, Gilbert Cette et Dominique Taddéi présentent un bilan complet de la question. Ils étudient le détail des mécanismes en jeu et, surtout, montrent qu'il ne s'agit pas d'une nouvelle utopie sociale. Réduire la durée du travail, c'est non seulement vouloir donner un emploi à ceux qui n'en ont pas, mais c'est aussi donner plus de liberté à ceux qui en ont.

Book excerpt: Employment is clearly one of those fields of political activity that reveal the manifold problems and difficulties accompanying the process of European integration and supranational institutionalization. In particular the conflict between supranationalists and intergovernmentalists and the degree to which member states show willingness to cooperate with each other become manifest. The Union is struggling for new employment policies that should, on the one hand, be compatible with the European model of the welfare state, and, on the other, adopt to new economic constraints. These debates are accompanied by many conflicts between different interest groups and lobbies. This study succeeded in looking behind closed doors within the EU organizational system. Committee meetings were tape-recorded and analysed, drafts of policy papers were examined for recontextualizations and the impact of interest groups and different economic and ideological concepts on policy-making made explicit. A comparison of decision-making processes in the European Parliament and in small networks of the Commission illustrates the different argumentation patterns and discursive practices that are involved in the formation of new employment policies. The ethnographic research is accompanied by a systemic linguistic and sociological analysis of various institutional genres and political spaces.

Book excerpt: In the two decades before the mid-1970s, macroeconomic policies in Western Europe were frequently accompanied by policies of direct wage restraint in the pursuit of acceptable levels of employment, inflation, and international competitiveness. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility" in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. This theme emerges from the chapters on labor market developments and policies in six countries of Western Europe, the United States, and Hungary (a welcome addition to this type of scholarship), as well as another set of chapters'devoted to specific policy areas. In effect, Samuel Rosenberg and his colleagues-an interna tional team of nineteen economists and sociologists-are repeating in con crete terms a sermon preached by Keynes over a half century ago.
