This book was released on 2017-08-03 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2005, the National Research Council report Rising Above the Gathering Storm recommended a new way for the federal government to spur technological breakthroughs in the energy sector. It recommended the creation of a new agency, the Advanced Research Projects Agency-Energy, or ARPA-E, as an adaptation of the Defense Advanced Research Projects Agency (DARPA) modelâ€"widely considered a successful experiment that has funded out-of-the-box, transformative research and engineering that made possible the Internet, GPS, and stealth aircraft. This new agency was envisioned as a means of tackling the nation's energy challenges in a way that could translate basic research into technological breakthroughs while also addressing economic, environmental, and security issues. Congress authorized ARPA-E in the 2007 America COMPETES Act and requested an early assessment following 6 years of operation to examine the agency's progress toward achieving its statutory mission and goals. This publication summarizes the results of that assessment.

Book Synopsis Mental Health, Substance Use, and Wellbeing in Higher Education by : National Academies of Sciences, Engineering, and Medicine
Download or read book Mental Health, Substance Use, and Wellbeing in Higher Education written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2021-03-05 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: Student wellbeing is foundational to academic success. One recent survey of postsecondary educators found that nearly 80 percent believed emotional wellbeing is a "very" or "extremely" important factor in student success. Studies have found the dropout rates for students with a diagnosed mental health problem range from 43 percent to as high as 86 percent. While dealing with stress is a normal part of life, for some students, stress can adversely affect their physical, emotional, and psychological health, particularly given that adolescence and early adulthood are when most mental illnesses are first manifested. In addition to students who may develop mental health challenges during their time in postsecondary education, many students arrive on campus with a mental health problem or having experienced significant trauma in their lives, which can also negatively affect physical, emotional, and psychological wellbeing. The nation's institutions of higher education are seeing increasing levels of mental illness, substance use and other forms of emotional distress among their students. Some of the problematic trends have been ongoing for decades. Some have been exacerbated by the COVID-19 pandemic and resulting economic consequences. Some are the result of long-festering systemic racism in almost every sphere of American life that are becoming more widely acknowledged throughout society and must, at last, be addressed. Mental Health, Substance Use, and Wellbeing in Higher Education lays out a variety of possible strategies and approaches to meet increasing demand for mental health and substance use services, based on the available evidence on the nature of the issues and what works in various situations. The recommendations of this report will support the delivery of mental health and wellness services by the nation's institutions of higher education.

Book Synopsis Best Practices in State and Regional Innovation Initiatives by : National Research Council
Download or read book Best Practices in State and Regional Innovation Initiatives written by National Research Council and published by National Academies Press. This book was released on 2013-06-04 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most of the policy discussion about stimulating innovation has focused on the federal level. This study focuses on the significant activity at the state level, with the goal of improving the public's understanding of key policy strategies and exemplary practices. Based on a series of workshops and conferences that brought together policymakers along with leaders of industry and academia in a select number of states, the study highlights a rich variety of policy initiatives underway at the state and regional level to foster knowledge based growth and employment. Perhaps what distinguishes this effort at the state level is most of all the high degree of pragmatism. Operating out of necessity, innovation policies at the state level often involve taking advantage of existing resources and recombining them in new ways, forging innovative partnerships among universities, industry and government organizations, growing the skill base, and investing in the infrastructure to develop new technologies and new industries. Many of these initiatives are being guided by leaders from the private sector and universities. The objective of Best Practices in State and Regional Innovation Initiatives: Competing in the 21st Century is not to do an empirical review of the inputs and outputs of various state programs. Nor is it to evaluate which programs are superior. Indeed, some of the notable successes, such as the Albany nanotechnology cluster, represent a leap of leadership, investment, and sustained commitment that has had remarkable results in an industry that is actively pursued by many countries. The study's goal is to illustrate the approaches taken by a variety of highly diverse states as they confront the increasing challenges of global competition for the industries and jobs of today and tomorrow.

Its stated purpose is "to support the aspirations of the Tibetan people to safeguard their distinct identity." Among other provisions, the TPA establishes in statute the State Department position of Special Coordinator for Tibetan Issues and defines the Special Coordinator's "central objective" as being "to promote substantive dialogue" between the government of the People's Republic of China and Tibet's exiled spiritual leader, the Dalai Lama, or his representatives. The Special Coordinator is also required, among other duties, to "coordinate United States Government policies, programs, and projects concerning Tibet"; "vigorously promote the policy of seeking to protect the distinct religious, cultural, linguistic, and national identity of Tibet"; and press for "improved respect for human rights."
Book Synopsis Signal Processing for Cognitive Radios by : Sudharman K. Jayaweera
Download or read book Signal Processing for Cognitive Radios written by Sudharman K. Jayaweera and published by John Wiley & Sons. This book was released on 2014-11-19 with total page 763 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines signal processing techniques for cognitive radios. The book is divided into three parts: Part I, is an introduction to cognitive radios and presents a history of the cognitive radio (CR), and introduce their architecture, functionalities, ideal aspects, hardware platforms, and state-of-the-art developments. Dr. Jayaweera also introduces the specific type of CR that has gained the most research attention in recent years: the CR for Dynamic Spectrum Access (DSA). Part II of the book, Theoretical Foundations, guides the reader from classical to modern theories on statistical signal processing and inference. The author addresses detection and estimation theory, power spectrum estimation, classification, adaptive algorithms (machine learning), and inference and decision processes. Applications to the signal processing, inference and learning problems encountered in cognitive radios are interspersed throughout with concrete and accessible examples. Part III of the book, Signal Processing in Radios, identifies the key signal processing, inference, and learning tasks to be performed by wideband autonomous cognitive radios. The author provides signal processing solutions to each task by relating the tasks to materials covered in Part II. Specialized chapters then discuss specific signal processing algorithms required for DSA and DSS cognitive radios.
