This unfortunate reality may point to two problems in America. Many schools possess neither the skill to prepare students for college and career nor possess the capacity to prepare them for a workforce that is becoming more and more high tech and in need of literate workers. Some schools are at a loss when it comes to teaching students to think of literacy as a critical tool for self-advocacy and identity development. Sociocultural perspectives on literacy view reading as an activity that develops as one interacts with the surrounding environment. It is not illogical to think that schools and school districts would have a positive impact on how adolescents read how much they read, and how successful they are at that particular task of reading. This dissertation is divided into five chapters. The first chapter begins with an overview of the state of adolescent literacy in America and in Unity School District (a pseudonym), where the study takes place. There is a discussion of the definition of sociocultural theory which is the theory that grounds this study, and how that plays a part in student literacy learning. Motivation theory is discussed and how student motivation plays a part in the use of scripted reading programs. That discussion is followed up by a discussion of the high stakes testing environment and the use of scripted reading programs in many urban school districts. The second chapter begins with a review of major legislation over the past fifteen years that affected not only literacy but every content area. I discuss current changes due the Obama administration that have helped states reach their goals. Reading trend data is given as well as what is considered to be effective literacy instruction for adolescents. The focus is narrowed to discussing African-American males due to the fact that only 17% in this subgroup at the eighth-grade score at or above the proficient level in literacy (NCES, 2013). This subgroup makes up the great majority of the students in scripted interventions. Chapter Three focuses on the research methods utilized to answer each research question. This study was mixed methods using quantitative methods, descriptive statistics as well as qualitative methods for one-on-one interview questions with a subgroup of students in the study. In Chapter Four, the results of the quantitative data is featured, showing that all four reading programs yielded student reading growth. Findings from the interviews helped to shed light on the reading growth experienced from the quantitative analysis. Chapter Five gives an interpretation of the data through a sociocultural lens and provides suggestions for future research and next steps. This study will help to deepen our understanding of some of the complexities of the adolescent reader as well as what pedagogical practices will help these students want to engage in reading This study will help to inform the classroom teacher as to which instructional practices motivate the adolescent reader more than others.

Book excerpt: The study was to determine the impact of a Professional Learning Community on student achievement as measured by the state's criterion referenced reading and mathematics achievement tests. Data for this study were extracted from the school district's student database. Two cohorts of 90 students each were randomly selected from a population of approximately 600 students in 3 schools that participated in a Professional Learning Community (treatment) and 3 schools that did not (control). Professional Learning Communities known as PLCs, can serve as a major theoretical framework to promote the improvement of classroom teachers' instructional practice, teacher effectiveness and student achievement. Reading and mathemtics mean scale scores were extracted at three time points (year 1, year 2, and year 3) across three grades (grade 3, grade 4 and grade 5). Test for equality of variance found that no statistically significant difference existed between the mean scale scores of the two cohorts at the beginning of the study. The findings revealed that both cohorts trend toward increased academic achievement from year to year individually; however, when compared to each other, no statistically significant difference existed. Further research is indicated to examine each PLC for implementation, support and leadership as they relate to the PLC and a focus on instruction and learning.

Seattle School District . In a reversal of the 1954 Brown Decision, the United States Supreme Court ruled that public schools could not use race as a factor when assigning children to public schools. Given demographic shifts, globalization, economic instability, and ideological shifts, the reversal was expected. However, it is essential that policymakers, educators, and other stakeholders consider the impact of attending segregated schools on the achievement gap that continues to exist between minority groups and European Americans attending resegregated neighborhood schools. This book will focus on the test score gaps between African American and European American students. The achievement gaps between these two groups will be analyzed will be presented and elaborated. Additionally, the authors will analyze how changes in school characteristics such as: racial composition; school composition; school expenditures, and socio economic level of neighborhoods affect achievement gap trends in the Norfolk School District. An examination of the achievement gap trends in an urban school district will serve to better inform public policy and school reform efforts. The specific goals of this book are to describe the achievement gap between minority African-American students and European-American students in the Norfolk school district and to present strategies utilized by urban districts to narrow the gap. One unique feature of this book is that it provides a data-driven research-based analysis of the achievement gap between minority and European-American students.
