Its trillion dollar economy makes the state a national-and often world-leader in banking, finance, publishing, soft services (law, accounting, insurance, consulting), higher education, culture, and the arts. With more than one in five of its residents having immigrated from elsewhere, New York State is an ethnic and social harbinger for an increasingly diverse nation. Recent years have found it, like many other big states, challenged to achieve effective governance. How is, can, or should such a state be governed? What is its history? What is its future? The Oxford Handbook of New York State Government and Politics offers an unusually comprehensive, detailed, and systematic study of this unique and influential state. The thirty-one chapters in The Oxford Handbook of New York State Government and Politics assemble new scholarship in key areas of governance in New York, document the state's record in comparison to other US states, and identify directions for future research. Following editor Gerald Benjamin's introduction, the handbook chapters are organized in five sections that look at the state constitution, state political processes, state governmental institutions, intergovernmental relations, and management and policy areas. Chapters address a wide array of topics including political parties, campaign finance policy, public opinion polling, elections and election management, lobbying and interest group systems, the state legislature, the governorship, the judiciary, the state's "foreign policy," education, health care policy, public safety, economic development, transportation policy, energy policy, and more. A final chapter, compiled by the state archivist, consists of a most extensive annotated bibliography of resources on state history, state political history, the state constitution, and state political processes. Chapter authors include both scholars of New York State and current and former state officials.

Book excerpt: Examining cutting-edge issues of international relevance in the ongoing redesign of the South African local government fiscal system, the contributors to this volume analyze the major changes that have taken place since the demise of apartheid. The 1996 Constitution and subsequent legislation dramatically redefined the public sector, mandating the development of democratic local governments empowered to provide a wide variety of key public services. However, the definition and implementation of new local functions and the supporting democratic decision-making and managerial capabilities are emerging more slowly than expected.

Available in PDF, EPUB and Kindle. Book excerpt: Recent years have seen significant changes in the social policies of many liberal welfare-states; this is especially true of social programs for families with children. Increasingly, governments are making family policy trade-offs, reducing support for some families but improving it for others. Why are such trade-offs occurring, and how do governments differ in their approach to family social policy? This study addresses these questions by examining the political, demographic, and socio-economic factors influencing the restructuring of family-related programs in OECD countries. Adopting a feminist political economy approach, Maureen Baker shows that while some governments encourage their citizens to see children as 'future resources,' and promote strong support for reproductive health programs, child welfare services, women's refuges, subsidized childcare, and pay equity, others make these claims while simultaneously reducing family incomes through the deregulation of labour markets and restrictions on income support. Ultimately, Baker demonstrates that nation states with the best outcomes for families offer a variety of social supports, which are increasingly important as global markets reduce economic security for some families while improving the financial situation of others. This study also explores strategies employed by states to incorporate or resist international pressures, and the reasons why some states tenaciously defend their family policy traditions while others restructure according to international guidelines. Drawing from nation-based research, cross-national studies, and international data bases, Restructuring Family Policies successfully integrates mainstream academic debates about restructuring welfare states with feminist research findings and current policy concerns.

Book excerpt: The Eurozone crisis which started in spring 2010 as a Greek budget crisis has alerted Europeans that the issue of defaulting sovereigns is not one reserved just for the poor and poorest countries on this globe. The crisis painfully amplified that developed countries, too, might be hit by this phenomenon. To be sure, this insight is far from novel - the history of defaulting states reaches back into history for at least two millennia. And yet, lawyers have surprisingly abstained more or less completely from discussing this subject and developing possible solutions. Beginning with the Argentina crisis in 2001, this neglect began to vanish to a certain degree and this movement got some momentum in 2010 by the Eurozone crisis. The present book collects contributions from authors most of whom have participated in a conference on this issue in January 2012 at the Humboldt-Universität zu Berlin. The presentations, thus, provide a unique overview of the present discussion both from an economic and legal perspective.

Changing demographic patterns, declining public trust, interest group demands and growing international competition for capital and labour are presenting modern states with intense pressures. This volume examines these competing pressures and offers a coherent analyses of both institutional resilience and institutional change. Adopting an evolutionary approach, this innovative volume demonstrates both how past practices and policies significantly affect the current options and how social and economic forces impinge upon each of these societies in surprisingly different ways. Cross-national in scope and unified in approach, Restructuring the Welfare State examines core issues facing the contemporary welfare state while at the same time significantly advancing historical institutionalist theory.

Book excerpt: The volume contains articles based on presentations given at a conference hosted by the Institute for Law and Finance of Goethe University on October 27, 2011. Collective action clauses are an example of the typical dichotomy of financial regulation: While the problems are economic in nature, the solutions need to be implemented by law. The Institute for Law and Finance strives to bring together law and finance in order to foster a better mutual understanding of both disciplines and to improve the regulation of financial markets. Thus, the organizers are particularly pleased that eminent experts from the fields of law and finance agreed to participate in the event and to share their views on and experiences with collective action clauses. The presentations given at the conference have been updated in 2012 to reflect recent developments.
