Progressive-minded politicians, academics, church leaders, and social reformers turned increasingly to the state for solutions. Yet, as significant as the state was in articulating and instituting a new morality, outside actors such as employers were active in pursuing reform agendas as well, taking aim at the welfare of the family, citizen, and nation. Citizen Docker considers this trend, focusing on the Vancouver waterfront as a case in point. After the war, waterfront employers embarked on an ambitious program – welfare capitalism – to ease industrial relations, increase the efficiency of the port, and, ultimately, recondition longshoremen themselves. Andrew Parnaby considers these reforms as a microcosm of the process of accommodation between labour and capital that affected Canadian society as a whole in the 1920s and 1930s. By creating a new sense of entitlement among waterfront workers, one that could not be satisfied by employers during the Great Depression, welfare capitalism played an important role in the cultural transformation that took place after the Second World War. Encompassing labour and gender history, aboriginal studies, and the study of state formation, Citizen Docker examines the deep shift in the aspirations of working people, and the implications that shift had on Canadian society in the interwar years and beyond.

In the bleak early years of the Great Depression, as jobs vanished, wages sank, and unions stood transfixed, "a small, but feisty organization" (ix) exploded onto industrial Canada and, by force of sheer political will, it seems, rallied an array of workers in heroic battle against some of the most recalcitrant employers in the country. Tales of these conflicts, particularly those in small centres such as Bienfait, Flin Flon, and Stratford, or in the woods of Vancouver Island or the mining communities of the Crowsnest Pass, are staples of labour history in this country and provide classic vignettes of class struggle at its rawest. The On-to-Ottawa Trek, the culmination of WUL organizing in the relief camps, represents in many a Canadian history survey the denouement of a narrative of social tensions stretched to the breaking point at mid-decade. Whatever one thinks of the wisdom of the WUL's actions, and historians' views are varied, the organization is credited with reigniting working-class resistance and with training a new generation of labour and political activists. This intensely engaging history reasserts Northwestern Ontario’s rightful reputation as a birthplace of leftism in Canada by exposing the conditions that gave rise to an array of left-wing organizations, including the Communist Party, the One Big Union, and the Industrial Workers of the World. Yet, as Michel Beaulieu shows, the circumstances and actions of Lakehead labour, especially those related to ideology, ethnicity, and personality were complex; they simultaneously empowered and fettered workers in their struggles against the shackles of capitalism. Hurrah Revolutionaries challenges this common perception by examining the Polish immigrant community in Canada and the development of radical and traditionally "deviant" ideologies during the interwar period until the end of the Second World War. Patryk Polec unveils a versatile, well-funded, and influential Polish pro-Communist movement with a talented leadership that worked tirelessly to persuade traditionally conservative and religious immigrants to adopt an ideology that was anti-nationalist and atheist. These labourers work difficult and dangerous jobs with limited legal protections and are effectively barred from permanent settlement in Canada. In Harvesting Labour Edward Dunsworth examines the history of farm work in one of Canada’s underrecognized but most important crop sectors – Ontario tobacco. Dunsworth takes aim at the idea that temporary foreign worker programs emerged in response to labour shortages or the unwillingness of Canadians to work in agriculture. To the contrary, Ontario’s tobacco sector was extremely popular with workers for much of the twentieth century, with high wages attracting a diverse workforce and enabling thousands to establish themselves as small farm owners. By the end of the century, however, the sector had become something entirely different: a handful of mega-farms relying on foreign guest workers to produce their crops. Taking readers from the leafy fields of Ontario’s tobacco belt to rural Jamaica, Barbados, and North Carolina and on to the halls of government, Dunsworth demonstrates how the ultimate transformation of tobacco – and Canadian agriculture writ large – was fundamentally a function of the capitalist restructuring of farming. Harvesting Labour brings together the fields of labour, migration, and business history to reinterpret the historical origins of contemporary Canadian agriculture and its workforce.

As a child, Stacey Zembrzycki listened to her baba’s stories about Sudbury’s small but polarized Ukrainian community and what it was like growing up ethnic during the Depression. According to Baba grew out of those stories, out of a fledgling historian’s desire to capture the experiences of her grandparents’ generation on paper. Eighty-two interviews conducted by Stacey and her grandmother laid the groundwork for this insightful and personal social history of Sudbury’s Ukrainian community. The interviews also brought to light the challenges of doing oral history, particularly as Stacey lost authority to her Baba, wrestled it back, and eventually came to share it. By disclosing the hard work that goes into making communities partners in research, Zembrzycki offers a new paradigm for writing oral history and for studying the politics of memory.
