Le rapport de situation sur la sécurité routière dans le monde constitue le premier bilan effectué au niveau mondial. Il s'appuie sur une enquête menée en 2008 auprès de 178 pays. Les accidents de route sont un important problème de santé publique faisant peser un lourd fardeau sur les systèmes de santé notamment dans les pays à revenu faible ou intermédiaire où surviennent plus de 90% des décès. Près de la moitié de ces victimes sont des piétons, des motocyclistes, des cyclistes et des usagers des transports publics. C'est pourquoi l'OMS recommande une prise en compte de tous les usagers de la route en matière de protection et de prévention ainsi que l'application d'une législation globale et claire. [Ed.]

Il ressort de ce rapport que les accidents de la circulation restent un problème de santé publique important, en particulier dans les pays à revenu faible et intermédiaire. Les piétons, les cyclistes et les motocyclistes représentent près de la moitié des victimes de la route, ce qui souligne la nécessité d'accorder davantage d'attention à ces usagers dans les programmes de sécurité routière. Il ressort également du rapport que, dans de nombreux pays, les lois sur la sécurité routière devraient être renforcées et qu'elles devraient être plus strictement appliquées. Le rapport de situation sur la sécurité routière dans le mondemontre clairement qu'une action plus énergique serait nécessaire pour rendre les routes plus sûres.

It is a deep look at the city from an unconventional entrance, because it is about knowing and analyzing what the city loses by the action deployed by own urbanites, both in the field of its production and in the field of its consumption. This suppose that the city does not have an ascending linear sequential evolution in its development but neither in each of its parts in the improvement process, showing the face that commonly not seen but others live. The category used for this purpose is that of Urbicidio or the death of the city, which contributes theoretically and methodologically to the knowledge of the city, as well as to the design of urban policies that neutralize it. The Global status report on road safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardized survey. The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. The Global status report on road safety results clearly show that significantly more action is needed to make the world's roads safer. [Ed.]

Book excerpt: Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
