Twenty-one scholars, ten of which are from or work in Mississippi, have contributed original policy research. All twenty chapters were written specifically for Mississippi with a shared goal to promote prosperity in the state. While some of the chapters contain complex policy reforms, we have made every effort to present the concepts and ideas in a way that is understandable to the average citizen, the person who can benefit the most from this information. The first three chapters of the text summarize the basic economic principles necessary to achieve economic prosperity. These three chapters present the principles behind the reforms proposed in the subsequent seventeen chapters. Each chapter was written independently and offers unique insight into different areas of state policy reform. While the topics covered range from tax reform, education reform, healthcare, corporate welfare, occupational licensing and business regulatory reform to criminal justice reform, and natural disaster recovery efforts, there is a clear unifying framework underlying the conclusions reached in each chapter. The theme throughout is that economic growth is best achieved through free market policies, policies which are based on limited government, lower regulations, lower taxes, minimal infringement on contracting and labor markets, secure private property rights, low subsidies, and privatization. Policy based on these principles allows Mississippians to have more rights and more choices in their lives.

Book excerpt: Since 2000, the Gulf Coast states – Texas, Louisiana, Mississippi, Alabama, and Florida – have experienced a series of hurricanes, multiple floods and severe storms, and one oil spill. These disasters have not only been numerous but also devastating. Response to and recovery from these unprecedented disasters has been fraught with missteps in management. In efforts to avoid similar failures in the future, government agencies and policy practitioners have looked to recast emergency management, and community resilience has emerged as a way for to better prevent, manage, and recover from these disasters. How is disaster resilience perceived by local government officials and translated into their disaster response and recovery efforts? Ashley D. Ross systematically explores and measures disaster resilience across the Gulf Coast to gain a better understanding of how resilience in concept is translated into disaster management practices, particularly on the local government level. In doing so, she presents disaster resilience theory to the Gulf Coast using existing data to create county-level baseline indicators of Gulf Coast disaster resilience and an original survey of county emergency managers and elected municipal officials in 60 counties and 120 municipalities across the Gulf States. The findings of the original survey measure the disaster resilience perceptions held by local government officials, which are examined to identify commonalities and differences across the set of cases. Additional analyses compare these perceptions to objective baseline indicators of disaster resilience to assess how perceptions align with resilience realities. Local Disaster Resilience not only fills a critical gap in the literature by applying existing theories and models to a region that has experienced the worst disasters the United States has faced in the past decade, but it can also be used as a tool to advance our knowledge of disasters in an interdisciplinary manner.

Most of the attention, however, has focused on urban rather than rural America. Welfare Reform in Persistent Rural Poverty examines welfare participants who live in chronically poor rural areas of the United States where there are few job opportunities and poor systems of education, transportation, and child care. Kathleen Pickering and her colleagues look at welfare reform as it has been experienced in four rural and impoverished regions of the United States: American Indian reservations in South Dakota, the Rio Grande region, Appalachian Kentucky, and the Mississippi Delta. Throughout these areas the rhetoric of reform created expectations of new opportunities to find decent work and receive education and training. In fact, these expectations have largely gone unfulfilled as welfare reform has failed to penetrate poor areas where low-income families remain isolated from the economic and social mainstream of American society. Welfare Reform in Persistent Rural Poverty sheds welcome light on the opportunities and challenges that welfare reform has imposed on low-income families situated in disadvantaged areas.
