Voters routinely elect Republicans such as Mitch McConnell and Ted Cruz to powerful offices, expecting GOP policymakers to have the technocratic wherewithal to identify problems, weigh alternative solutions, forge coalitions, accept compromises, and apply some level of governmental competence, if not expertise.
