This past year, Hawaii embarked upon a whole system transformation effort with more clearly articulated roles and responsibilities across the central office, complex area and schools. Catalyzed by the Race to the Top award (RTTT), the Hawaii State Department of Education (HIDOE) has begun to advance a set of comprehensive reforms across four major strands of work: standards and assessments, human resource management, data systems, and turning around persistently underperforming schools. Meeting the aggressive performance goals demands the entire state rally around this agenda, which is why the state has also solidified cooperative partnerships that better align its actions vertically from Pre-Kindergarten to institutions of higher learning and horizontally across the K-12 system. Early results of the 2011 Hawaii State Assessment are in: the percentage of students scoring proficient or above on the Mathematics exam rose from 48% to 54%, while English Language Arts performance held steady at 66%. At the same time, the achievement gap between elementary-age Native Hawaiian students and their statewide peers in ELA was reduced from 12% to just over 9% in the past school year. This past year, Hawaii significantly improved collaboration among the Governor's Office, the HIDOE (Hawaii Department of Education), the State Board of Education, and Complex Areas in terms of planning, oversight, policy development, and public communications related to its Race to the Top efforts. The State has filled all key positions within the core HIDOE leadership team. Additionally, community partners have been supportive of and engaged in Race to the Top efforts, resulting in increased local philanthropic support for the Race to the Top reform agenda. The State also made progress in its statewide longitudinal data system (SLDS) by creating a Data Governance Office, providing access to principals, and planning for next steps. In Year 1, Hawaii did not meet major milestones across its approved Race to the Top plan. Hawaii focused on capacity building and filling key leadership positions. The State faced difficulties hiring qualified staff in a timely manner, and although leadership positions are now filled, hiring of key Race to the Top staff was not complete until the fall of 2011. In addition, Hawaii experienced challenges arising from transitions within State government as the State was beginning to implement its Race to the Top reforms, although commitment to the reforms remains strong. Hawaii elected a new Governor in November 2010, and in April 2011, the Board of Education transitioned from an elected to an appointed board. Moreover, the inability of the State and Hawaii State Teachers Association (HSTA) to reach an agreement on several elements of the reform agenda related to Race to the Top resulted in timeline delays and proposed changes in approach, especially within the Zones of School of Innovation (ZSI) that are piloting critical initiatives. Hawaii faced challenges implementing its Race to the Top reforms in Year 1. The reorganization of the HIDOE to ensure a focus on student outcomes throughout the State will be completed in December 2011, one year later than the original deadline. In addition, the State has proposed to move forward with an informal teacher and leader evaluation system in January 2012. The State submitted many amendments to its Scope of Work for the Department's consideration to realign timelines and implementation strategies for all Race to the Top projects. During Year 2, Hawaii worked to revise its Race to the Top plan to align with approved amendments and accelerate its forward trajectory in response to the Department placing the State's grant on high-risk status. The Hawaii Department of Education (HIDOE) central office reorganized in January 2012, drafted a new Strategic Plan, and revised program-specific communications plans. In March 2012, HIDOE began planning and training to establish Academic Review Teams (ARTs) in each Complex Area and school for SY 2012-2013. While the State took several steps in the right direction following its designation as a high-risk grantee, Hawaii continues to face challenges and delays. HIDOE developed a new strategic plan, which delayed the creation of metrics to measure progress against the Race to the Top plan and the strategic plan at the State, Complex Area, and school levels. In addition, after a one-year delay, the State is only in the beginning phases of creating systematic structures and processes to gather information about implementation from schools and Complex Areas. Now called Academic Review Teams (ARTs), these structures have additional importance in the Zones of School Innovation (ZSI) where HIDOE is piloting many new strategies. In Year 3, Hawaii will make routine new performance management and monitoring processes, as well as changes to its communications plan. The State will continue its transition to the Common Core State Standards (CCSS) by vetting curricular materials to inform statewide purchases, providing job-embedded professional development for all teachers, and monitoring CCSS implementation using new tools. The State will also pilot a new principal evaluation system. Finally, under a one-year supplemental agreement, students in the ZSI will benefit from extended learning time and educators will have additional professional development days. Book excerpt: Race to the Top (RTT) is a first-of-its kind $4.35 billion competitive grant program designed to spur state-level education innovation to boost student achievement, close achievement gaps, and prepare students for college and careers. Originally authorized in 2009 under the American Recovery and Reinvestment Act, RTT encourages states to develop and implement key reform strategies around four core components: (1) Adopting rigorous college- and career-ready standards and assessments; (2) Recruiting, evaluating, and retaining highly effective teachers and principals; (3) Building data systems that measure student success and inform teaching and learning; and (4) Turning around low-performing schools. In total, 45 states and the District of Columbia applied for funding in three phases. The U.S. Department of Education announced the Phase 1 winners--Delaware and Tennessee--in March 2010. A few months later, the Phase 2 winners--District of Columbia, Florida, Georgia, Hawaii, Maryland, Massachusetts, New York, North Carolina, Ohio, and Rhode Island--were announced. Arizona, Colorado, Illinois, Kentucky, Louisiana, New Jersey, and Pennsylvania were awarded Phase 3 grants in December 2011. March 2014 marks four years since the first grants were announced, and in a little over a year, the RTT funding to these initial set of states will end. An examination of the U.S. Department of Education's latest Annual Performance Report, or APR, data around the four core RTT components demonstrates the states' progress. When necessary, the APRs are supplemented with extant data from other sources, such as the Government Accountability Office. Three overarching findings emerged in the review of the data: (1) Many of the lowest-performing schools in RTT states have achieved impressive results in a short period of time; (2) Four RTT states are at or near full implementation of their educator evaluation systems, and all other states are in the process of implementing their systems. Implementing new, more rigorous educator evaluation systems is technical and arduous work; and (3) All RTT states have adopted college- and career-ready standards and are making progress toward implementation of assessments aligned with those standards.

Yet states and localities have retained a central role in education policy, leading to a growing struggle for control over the direction of the nation's schools. In An Education in Politics, Jesse H. Rhodes explains the uneven development of federal involvement in education. While supporters of expanded federal involvement enjoyed some success in bringing new ideas to the federal policy agenda, Rhodes argues, they also encountered stiff resistance from proponents of local control. Built atop existing decentralized policies, new federal reforms raised difficult questions about which level of government bore ultimate responsibility for improving schools. Rhodes's argument focuses on the role played by civil rights activists, business leaders, and education experts in promoting the reforms that would be enacted with federal policies such as NCLB. It also underscores the constraints on federal involvement imposed by existing education policies, hostile interest groups, and, above all, the nation’s federal system. Indeed, the federal system, which left specific policy formation and implementation to the states and localities, repeatedly frustrated efforts to effect changes: national reforms lost their force as policies passed through iterations at the state, county, and municipal levels. Ironically, state and local resistance only encouraged civil rights activists, business leaders, and their political allies to advocate even more stringent reforms that imposed heavier burdens on state and local governments. Through it all, the nation’s education system made only incremental steps toward the goal of providing a quality education for every child.
