Aus einer ursprünglich dem Menschen verpflichteten Profession, dessen primäre Aufgabe es ist, Hilfe und Unterstützung anzubieten, ist ein den marktwirtschaftlichen Gesetzmäßigkeiten untergeordneter Arbeitsbereich geworden. Mittlerweile wundert sich kaum jemand, wenn über „Kunden“ und „Produkte“ gesprochen wird, wenn in Wirklichkeit in Not geratene Menschen gemeint sind, denen eigentlich mit Hilfe professioneller und empathischer Mitarbeiter des Sektors der Sozialen Arbeit Hilfestellungen angeboten werden soll. Dieser Paradigmenwechsel führte zwangsläufig auch zur Umsetzung eines Qualitätsmanagements, der eng mit dem Begriff des ‚New Public Management‘ korreliert und sich insbesondere in der Abänderung des § 78 SGB VIII widerspiegelt. Damit ist die Soziale Arbeit zu einem rein kapitalistischen Markt geworden, dessen negative Auswirkungen ganz evident sind und in dem es in der Hauptsache Verlierer gibt – angefangen bei den sog. „Kunden“ über die einzelnen Organisationen bis hin zu den Mitarbeitern, die unter dem wettbewerblichen Preisdiktat auch im akademischen Vergleich ein Gehalt im unteren Drittel beziehen und immer fraglicheren Arbeitsbedingungen entgegenblicken.
