Book excerpt: The Quadrennial Roles and Missions Review (QRM) offered a unique opportunity for the Defense Department to further its strategic priorities by assessing the responsibilities of individual components and evaluating improvements to the way it does business across the enterprise. Completed toward the end of the 2006 QDR implementation cycle, the 2009 QRM capitalizes on changes the Department has made to its responsibilities, processes, and capabilities since 2006 and direction for the future established in its latest strategic guidance documents, including the 2008 "National Defense Strategy." From the onset of the Review, teams of senior civilian and military leaders from the Military Services, Joint Staff, Combatant Commands, and Office of the Secretary of Defense worked together to develop a framework that defines and links the Department's Core Mission Areas with its Core Competencies and Functions of the Armed Forces. Additionally, teams of civilian and military experts worked together to assess high-interest issue areas and propose actions to achieve the Department's primary objectives for this inaugural QRM: (1) Increase synergy across the Department's Components, (2) Improve the effectiveness of joint and interagency operations, and (3) Ensure that the Department continues to efficiently invest the Nation's defense resources to meet the asymmetric challenges of the 21st Century. This approach stems from DoD's understanding that dealing with long-term security challenges requires the Department to operate with unity, agility, creativity, and in concert with its partners across the U.S. Government.

Book excerpt: In its May 1995 report, the Commission on Roles and Missions of the Armed Forces recommended that DOD lead a comprehensive strategy and force review at the start of each new administration. In August 1995, the Secretary of Defense endorsed performing a quadrennial review of the defense program. Congress, noting the Secretary's intent to complete the first such review in 1997, required in the National Defense Authorization Act for Fiscal Year 1997 that DOD report on a number of topics, including the defense strategy; the force structure best suited to implement the strategy; the effect of new technologies anticipated by 2005 on force structure, doctrine, and operational concepts; and key assumptions used in the review. It also authorized a National Defense Panel, comprising national security experts from the private sector, to review the results of the QDR and conduct a subsequent study to identify and assess force alternatives. DOD completed the QDR in May 1997 and the Panel issued its report in December 1997.

During the last 50 years, little significant change has occurred in this area, but it continues to be a topic for study, debate and discussion. Unfortunately, the senior leadership in the Services are unwilling or unable to find satisfactory solutions that do not look like the status quo. The demise of the U.S.S.R. and the resulting disappearance of our long term peer competitor have given the U.S. Defense Department a prime opportunity to logically address and resolve the long standing disputes on military roles, missions, and functions. This paper reviews the history of the roles and missions debate over the last 50 years, and suggests specific areas that can be resolved without jeopardizing the national security of the United States. Many of the suggestions will anger one or all of the Services or branches of the Services. Significant change cannot be accomplished without changing the comfortable status quo. Unfortunately, it is unlikely that the 1997 Quadrennial Defense Review will recommend any more substantive changes than the previous roles and missions reports.
