Book excerpt: This book grew out of the conviction that the preparation and management of large-scale technological projects can be substantially improved. We have witnessed the often unhappy course of societal and political decision making concerning projects such as hazardous chemical installations, novel types of electric power plant or storage sites for solid wastes. This has led us to believe that probabilistic risk analysis, technical reliability analysis and environm,ental impact analysis are necessary but insufficient for making acceptable, and justifiable, social decisions about such projects. There is more to socio-technical decision making than applying acceptance rules based on neglige ably low accident probabilities or on maximum credible accidents. Consideration must also be given to psychological, social and political issues and methods of decision making. Our conviction initially gave rise to an international experts' workshop titled 'Social decision methodology for technological projects' (SDMTP) and held in May 1986 at the University of Groningen, the Netherlands, at a time when Cvetkovich spent a sabbatical there. The work shop - aimed at surveying the issues and listing the methods to address them - was the first part of an effort whose second part was directed at the production of this volume. Plans called for the book to deal systematically with the main problems of socio-technical decision making; it was to list a number of useful approaches and methods; and it was to present a number of integrative conclusions and recommendations for both policy makers and methodologists.

The resulting shortage of disposal sites for wastes spurred Congress to devolve responsibility for establishing new, geographically diffuse LLRW disposal sites to states and regional compacts, with siting authorities often employing socio-economic and political data to target communities that would give little resistance to their plans. The communities, however, were far from compliant, organizing nearly 1000 opposition events that ended up blocking the implementation of any new disposal sites. Sherman provides comprehensive coverage of this opposition, testing hypotheses regarding movement mobilization and opposition strategy by analyzing the frequency and disruptive qualities of activism. In the process, he bridges applied policy questions about hazardous waste disposal with broader questions about the dynamics of social movements and the intergovernmental politics of policy implementation. A BRWM-initiated project including a workshop at Irvine, California on November 4-5, 1999, and subsequent National Academies' report to be published in spring, 2000, are intended to provide such information to national policy makers both in the U.S. and abroad. To inform national policies, it is essential that experts from the physical, geological, and engineering sciences, and experts from the policy and social science communities work together. Some national programs have involved social science and policy experts from the beginning, while other programs have only recently recognized the importance of this collaboration. An important goal of the November workshop is to facilitate dialogue between these communities, as well as to encourage the sharing of experiences from many national programs. The workshop steering committee has prepared this discussion for participants at the workshop. It should elicit critical comments and help identify topics requiring in-depth discussion at the workshop. It is not intended as a statement of findings, conclusions, or recommendations. Attemps to site low-level radioactive waste disposal facilities in Western industrial societies, however, have repeatedly engendered conflicts between governments, encountered vehement opposition on the part of local citizen groups, and given rise to overt hostilities among involved parties. LLRW Disposal Facility Siting is the result of a study designed to learn more about the causes underlying failed and successful efforts to site LLRW disposal facilities. The study is based on case histories of LLRW disposal facility siting processes in six countries. Siting processes in five states within the United States and in five additional countries are analyzed using information obtained from public documents and supplemented by interviews with key participants. The selected states and countries are major generators of LLRW and each has made efforts to establish LLRW disposal facilities during the past decade. They vary widely in the approaches they have adopted to LLRW management, the institutional structures developed for managing the siting process, the means used to involve stakeholders and technical experts in the facility siting process and the amount and type of data used in making decisions. The analysis of these case histories provides general lessons about the advantages, disadvantages, strengths, and weaknesses of the various approaches that have been attempted or implemented. LLRW Disposal Facility Siting provides valuable data for academics and researchers working in the area of environmental management.
