Ein sehr großes Kapitel der Arbeit ist infolge der Beschreibung der einzelnen Instrumente der Innovationspolitik bzw. Innovationsökonomie gewidmet. Hierbei werden nicht nur die zwölf am häufigsten verwendeten staatlichen Maßnahmen zur Förderung von Innovationen und F&E auf ihre Stärken und Schwächen hin untersucht, sondern es wird auch erläutert welche Instrumente in welcher Art und Weise in der Lage sind, die Innovationstätigkeit in einem Land zu erhöhen. Der praktische Teil der Arbeit befasst sich zunächst mit der wirtschaftlichen Situation des Bundesstaates Espirito Santo und dessen Innovationssystem. Im Anschluss daran erfolgt eine Bestandsaufnahme der in Espirito Santo aktuell verwendeten innovationspolitischen Maßnahmen zur Förderung von Innovationen und F&E. Hierbei wurden Daten verwendet, die bei zahlreichen Interviews mit den zuständigen Stellen vor Ort gesammelt wurden. Darauf aufbauend (und mit Hilfe der Erkenntnisse aus dem theoretischen Teil der Arbeit) werden die innovationspolitischen Maßnahmen des Bundesstaates Espirito Santo evaluiert und vereinzelte Verbesserungsmöglichkeiten in der Innovationspolitik des Bundesstaates aufgezeigt. The first is to measure the direct impacts of innovation support measures in Brazil, and the second is to test the hypothesis of indirect effects of innovation policies on non-beneficiary firms through the labor mobility channel, whether resulting from direct support programs or indirect support via tax incentives. For this purpose, mobility is defined as the movement of workers in technical-scientific occupations, as identified by Araújo et al. (2009). It is found that, with the exception of a subvention program, direct support in the form of credit or cooperative projects fosters more innovative effort than tax incentives. Nonetheless, direct and tax-based incentives for innovation have different purposes, and sound innovation relies on both types of incentive.

Book excerpt: This paper aims to investigate the impacts of different sources of innovation funding on company performances in the context of an emerging economy. Brazilian software companies are selected as a case for this investigation. Data - related to the types of funding support received and eight types of company performances measured in binary scales - was collected through an online survey from 188 companies located across Brazil. A multivariate probit model was estimated to assess the impacts of different funding schemes on company performances - controlling for other confounding effects. The findings confirmed the critical importance of public innovation funding, and revealed that companies that: (1) Used public funds were more likely to become nationally competitive; (2) Used loans from commercial banks were less likely to become nationally and internationally competitive; (3) Reinvested revenues were more likely to gain market share, and help in increasing the number of employees; (4) Not aware of public funding schemes were less likely to invest on research, development, and innovation. The overall findings suggest the positive impacts of innovation funds on company performance. They can serve as a policy guide to develop targeted performance strategy to determine which funding scheme would be effective to foster what outcomes.

Building on reforms that started in the 1980s, the SUS represented a significant break with the past, establishing health care as a fundamental right and duty of the state and initiating a process of fundamentally transforming Brazil's health system to achieve this goal. This report aims to answer two main questions. First is have the SUS reforms transformed the health system as envisaged 20 years ago? Second, have the reforms led to improvements with regard to access to services, financial protection, and health outcomes? In addressing these questions, the report revisits ground covered in previous assessments, but also brings to bear additional or more recent data and places Brazil's health system in an international context. The report shows that the health system reforms can be credited with significant achievements. The report points to some promising directions for health system reforms that will allow Brazil to continue building on the achievements made to date. Although it is possible to reach some broad conclusions, there are many gaps and caveats in the story. A secondary aim of the report is to consider how some of these gaps can be filled through improved monitoring of health system performance and future research. The introduction presents a short review of the history of the SUS, describes the core principles that underpinned the reform, and offers a brief description of the evaluation framework used in the report. Chapter two presents findings on the extent to which the SUS reforms have transformed the health system, focusing on delivery, financing, and governance.
