Book excerpt: Many countries have large stocks of government-built housing which, for various reasons, are in poor physical conditions and/or do not conform to the expectations of occupants. The occupants of such housing frequently make unauthorized but quite considerable changes and extensions (transformations) to their dwellings. This book examines user-initiated transformations to government-built housing in Bangladesh, Egypt, Ghana and Zimbabwe, surveyed in a research program sponsored by the UK Department for International Development. The 1600 dwellings surveyed show how relatively low-income households are capable of supplying new rooms and services both to improve their own housing conditions and to supply rental rooms or accommodation for family members living rent-free. The new construction is often of at least as good quality as the original structures and sometime envelopes the original in a new skin. It is clear that transformation adds accommodation and services to existing housing, upgrades the housing stock, and creates variety out of uniformity. The study leads to policy suggestions to encourage transformations for the renewal of government housing. These include the provision of loan finance; the encouragement of co-operation between neighbors, especially in multi-storey housing; and the planned colonization of open space next to the dwellings where plots are not provided. For new housing, it is clear that designs for new areas are only the beginning of an on-going development process rather than a blueprint for once-for-all development.

This book provides in-depth analyses of the terms and conditions of the statutory standard sale and purchase agreements as enshrined in Schedules G, H, I and J of the Housing Development (Control and Licensing) Regulations 1989. The objective of this book, among others, is to identify the weaknesses of the terms of the agreements, if any, which may have contributed to the problem of abandoned housing projects and their consequential troubles. As comparative analyses, the terms and conditions of the sale and purchase agreements as applicable and enforced in the Republic of Singapore and New South Wales, Australia, are chosen. The purpose of these comparative analyses is to find the terms and conditions in these foreign jurisdictions’ agreements which can be learned and adopted in the statutory standard sale and purchase agreements (Schedules G, H, I and J). It is also for the betterment of the Malaysian housing industry as a whole, and to protect the interests of the stakeholders, in particular the purchasers as against the problems of housing abandonment and its consequences.

The study owes much to the pioneering work on low-income housing in developing countries bij Charles Abrams and has further been stimul ated particularly by the contributions of Leland S. Bums and John F.C. Turner in this field. The recent development of comprehensive cost benefit appraisal methods for industrial projects in developing countries by Professor I.M.D. Little and J.A. Book excerpt: In 1990, the Malaysian state of Johor—along with Singapore and the Indonesian island of Batam—launched the Growth Triangle to attract foreign direct investment. For Johor, this drive was very successful, transforming its economy and driving up income levels. Today, Johor is one of Malaysia’s “developed” states, housing large clusters of electrical and electronics, food processing, and furniture producing firms. While welcome, this structural transformation has also entailed important challenges and strategic choices.
