Book excerpt: Health communication is integral to the effective public health response to the continuing threat posed by communicable diseases in European Union (EU) and European Economic Area (EEA) Member States. Public health practitioners, programme managers and policymakers need to be aware of what is known about the strengths, weaknesses and costs of health communication interventions aimed at the prevention and control of communicable diseases so that impacts can be enhanced and opportunities maximised for strengthening evidence-informed action. The overall aim of the Translating Health Communication research project was to support the optimal use and development of health communication activities for the prevention and control of communicable diseases in EU and EEA countries. This project consisted initially of two main strands of work: primary information gathering and synthesis of evidence. The multiple outputs from these two strands were further analysed through a SWOC (strengths, weaknesses, opportunities, challenges) analysis. Subsequently the results were developed via an online expert consultation process. Finally, all key project findings were considered against a Public Health Capacity Development Framework [1]. This final project component identifies the future strategic actions required for strengthening capacity in Europe to develop evidence-informed health communication for communicable diseases. Thus, a process of knowledge generation and translation was instigated such as that described in the Knowledgeto- Action Framework. This three-year research project funded by the European Centre for Disease Prevention and Control (ECDC) was undertaken by a Research Consortium of Universities.

The European Centre for Disease Prevention and Control works in partnership with European and international organisations involved in public health (e.g., the World Health Organization, Center for Disease Control and Prevention, Atlanta) and closely collaborates with European and American academia in the field of health communication research and related advanced training. Building skills and competencies among groups involved in health communication is a fundamental principle of health communication. The increasingly complex and multidimensional aspects of health communication require shifting from 'communication simple' to 'communication complex', which is a continuous dialogue with a concrete audience and a process where effects can be recognised and systematically measured. Research on health communication and its diverse areas of work requires identifying recent developments in knowledge, evidence-based instruments for practice, and comparable assessment criteria that can be used by the EU Member States (MS). Modelling exercises based on concrete scenarios can be supportive tools in this field. The use of qualitative and quantitative health communication research results should become an integral part of building effective health communication. In parallel, the process requires feedback from EU MS on how health information is perceived, interpreted and used by different audiences. The development of new (social) media triggers a need to investigate how health information influences different population segments. The use of media, traditional and new, can serve to tailor and target messages and can play an important role in developing more effective health communication. The meeting confirmed the emerging need to develop quality research on health communication through the exchange of experiences and practices. It also unveiled opportunities and challenges. The mapping process aimed at identifying key experts and institutions involved in health communication research in Europe is ongoing. Promoting networking amongst academics involved in health communication research and practice is an important step to supporting evidence-based health communication in a diverse Europe. Participants agreed to define health communication research topics that should be addressed in the next five years.

To increase insight into the impact of communicable diseases on population health in Europe and to support health policy-making, in 2008 ECDC initiated a call to develop a methodology for measuring the current and future burden of communicable diseases in the European Union Member States and European Economic Area (EEA)/European Free Trade Association (EFTA) countries. The result was the current and future Burden of Communicable Disease (BCoDE) project. The current protocol is the output of Work Package 1 of the BCoDE project. Choices concerning the methodology of future disease burden estimates were taken on the basis of literature reviews, data reviews and the results of workshops/expert meetings. These are summarised in the current protocol.

Although there has been much progress in improving the quality and comparability of the data, the reader is still cautioned against making direct comparisons of the notification rates between countries. Surveillance systems differ widely, and the relationship between reported or notified and actual incidence varies from country to country for many diseases. For the first time the annual Analysis of Threats monitored in the EU is being reported separately.
