From an academic perspective, numerous potential pitfalls exist with respect to funding, willingness-to-pay, and the free rider problem. The logical solution to these problems has therefore always been government provision of public goods. In an era where governments withdraw from the market place as active providers of goods and services, however, there is a renewed interest in the private provision of these activities. This thesis takes a governmental perspective, asking how governments can encourage investments in the private provision of public goods. Since from an economic perspective the so-called ?coercive? measures (most noteworthy: regulation) are by definition inefficient, I focus on the non-coercive measures. Therewith, a trade-off is introduced between the efficiency and effectiveness of the government intervention?coercive measures are most predictable in their outcomes, but less efficient, whereas non-coercive measures are most efficient, but less predictable. The choice for non-coercive intervention instruments yields a number of dilemmas, illustrating the complexity of the choices to be made. The four dilemmas discussed are the Influenceability Dilemma, the Smart Governance Dilemma, the Policy Portfolio Dilemma, and the Joint Ownership Dilemma..

When PPPs are desirable because the private sector is more efficient, the contract that optimally trades demand risk, user-fee distortions and the opportunity cost of public funds is characterized by a minimum revenue guarantee and a cap on the firm's revenues. Yet income guarantees and revenue sharing arrangements observed in practice differ fundamentally from those suggested by the optimal contract. The optimal contract can be implemented via a competitive auction with realistic informational requirements; and risk allocation under the optimal contract suggests that PPPs are closer to public provision than to privatization.

Private provision of such goods might then be used if it succeeds in overcoming three main problems: high organization costs, the assurance problem, and the free-rider problem. We argue that technologies that enable crowdfunding -- the method of funding projects by raising small amounts of money from a large number of people via the internet -- have enabled these problems to be overcome more readily. Such technology has lowered organization costs and enabled the employment of more efficient mechanisms to reduce the assurance and free-rider problems. To illustrate these effects, we present two case studies of private provision of public goods via crowdfunding: police services in Rockridge in Oakland, California, and the Ukraine Army.
