Available in PDF, EPUB and Kindle. Book excerpt: Barriers to Inclusion offers a comparative and historical account of the rise of special education over the twentieth century in the United States and Germany. This institutional analysis demonstrates how categorical boundaries, professional groups, social movements, and education and social policies shaped the schooling of children and youth with disabilities. It traces the evolution of special education classification, explores growing special education organizations, and examines students' learning opportunities and educational attainments. Highlighting cross-national differences over time, the author also investigates demographic and geographic variability within the federal democracies, especially in segregation and inclusion rates of disabled and disadvantaged children. Germany's elaborate system of segregated special school types contrasts with diverse American special education classrooms mainly within regular schools. Joining historical case studies with empirical indicators, this book reveals persistent barriers to school integration as well as factors that facilitate inclusive education reform in both societies.

Book excerpt: Excerpt from Public Education in Germany and in the United States This book is an attempt at contributing something toward a mutual understanding of two nations which, educationally considered, are at the head of the column of civilization. Having recently received an unmistakable warning, that human strength is not inexhaustible, I hasten to complete the book, which will preach my last sermon, unadorned but full of good will to mankind. As I did twenty years ago, I recently went to Europe to inspect schools, especially, to see what the Germans accomplished in their rural schools, and incidentally to find some educational pearls. I do not care to fill the pages of my book with laws dealing with the organization or administration of German schools, for the laws of monarchies necessarily differ from those of a republic; principles and motives under the two kinds of government are dissimilar, hence also their dissimilar laws. Nor shall I fill the book with descriptions and pictures of school buildings, for neither the organization of schools nor their architecture make the schools. "What can it help us, if we have Windsor castles as school houses, when incompetency, ignorance and inexperience preside over the school rooms!" (Supt. A. J. Rickoff). The teacher is the school; nothing can change that. It is the German teacher's professional preparation which secures his success. I am often asked: "Send me some courses of study of German schools, so that I may get a standard of comparison for our own efforts." She describes how innovative educators attempted to reform the stratified educational system to foster democracy and social justice. She also shows the relationship between the traditionalists' opposition to school reform and the attraction of certain sections of the teaching profession to the Nazi movement. Book excerpt: Otto Hüther and Georg Krücken analyze the developments of the last 20 years in their new book on German higher education. The foreign observer of German higher education, even the informed foreign observer, struggles to find denominators, not to mention common denominators of a bewildering array of approaches. Otto Hüther and Georg Krücken, in this book, do an absolutely splendid job of offering theoretical perspectives, qualitative and quantitative data, and comparative assessments This book discusses the main higher education structures in Germany, both conceptually and with a particular emphasis on recent developments like, e.g., the growth and differentiation of the system, governance reforms, and the Excellence Initiative. It analyses recent developments from an international perspective, as the German system is clearly embedded in broader, transnational trends. As such, the book provides a comprehensive and detailed account of both new dynamics and stable paths in the German higher education system. This book will be of interest to scholars and students dealing with higher education or Germany as an object of study (e.g. in education research, science studies, organization studies, sociology, psychology, political science), and to higher education managers, leaders, and policymakers who are interested in recent trends in German higher education

Book excerpt: Scholarship on the history of West Germany's educational system has traditionally portrayed the postwar period of Allied occupation as a failure and the following decades as a time of pedagogical stagnation. Two decades after World War II, however, the Federal Republic had become a stable democracy, a member of NATO, and a close ally of the West. Had the schools really failed to contribute to this remarkable transformation of German society and political culture? This study persuasively argues that long before the protest movements of the late 1960s, the West German educational system was undergoing meaningful reform from within. Although politicians and intellectual elites paid little attention to education after 1945, administrators, teachers, and pupils initiated significant changes in schools at the local level. The work of these actors resulted in an array of democratic reforms that signaled a departure from the authoritarian and nationalistic legacies of the past. The establishment of exchange programs between the United States and West Germany, the formation of student government organizations and student newspapers, the publication of revised history and civics textbooks, the expansion of teacher training programs, and the creation of a Social Studies curriculum all contributed to the advent of a new German educational system following World War II. The subtle, incremental reforms inaugurated during the first two postwar decades prepared a new generation of young Germans for their responsibilities as citizens of a democratic state.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that the structure of public education is a key factor in the failure of America's public education system to fulfill the intellectual, civic, and moral aims for which it was created. The book challenges the philosophical basis for the traditional common school model and defends the educational pluralism that most liberal democracies enjoy. Berner provides a unique theoretical pathway that is neither libertarian nor state-focused and a pragmatic pathway that avoids the winner-takes-all approach of many contemporary debates about education. For the first time in nearly one hundred fifty years, changing the underlying structure of America’s public education system is both plausible and possible, and this book attempts to set out why and how.
