This has raised sustainability concerns as rising debt levels have the potential to create negative spillover effects and derail the macroeconomic convergence process in the Zone. This study examines the response of WAMZ countries to increases in public debt levels. Utilizing pooled OLS and panel fixed effects (FE) on annual data covering the period 2000 - 2018, the study shows positive response of primary balance to changes in the debt to output ratio across WAMZ countries, indicating that public debt were sustainable during the period. Results from the Panel Smooth Transition Regression (PSTR) model indicate significant positive non-linear response of primary balance to increases in the debt ratio below a threshold debt-to-GDP ratio of 90 percent. The study recommends the continuation of fiscal consolidation efforts aimed at enhancing revenue and rationalizing unproductive expenditures in all Member States"--Page 4.

WAEMU’s regional surveillance framework aims at ensuring the sustainability of national fiscal policies and their consistency with the common monetary policy. While fiscal deficits have been the main driver of public debt across WAEMU member countries, the size of residual factors has varied greatly among these countries. The WAEMU Macroeconomic Surveillance Framework would benefit from adjustments to more effectively set the region’s public debt on a sustainable path. In addition, beyond adhering to the WAEMU fiscal deficit rule, member countries must curb below-the-budget-line operations. This would require improved monitoring of fiscal risks and the building of adequate budget provisions to address such risks before they materialize. Improved Treasury practices would also help eliminate the recourse to pre-financing arrangements and tighten control over expenditure. Public dissemination of the WAEMU progress report and strengthened peer-to-peer learning among member countries could improve the momentum for reforms.

Based on backward looking exercises and forward looking scenarios, it shows that (i) repeated fiscal slippages and historically large stock flow adjustments contributed to the surge in the WAEMU public debt, and (ii) stock flow adjustments can have significant effects on the WAEMU debt dynamics going forward. This paper also discusses that it is essential and urgent to reintroduce the fiscal rules and the Convergence Pact and to enhance the rules. Revamping the fiscal rules should focus on introducing a correction mechanism (which could contain surges in debt in the future) and an escape clause (which would enhance fiscal discipline and predictability), as well as capturing the extensive extra-budgetary and below-the-line operations and strengthening the enforcement mechanism. Any consideration to changing the fiscal deficit target should also encompass addressing extra-budgetary and below-the-line transactions (for example by changing the definition of the deficit). It is not appropriate to increase the debt ceiling.

The research questions are: Is public debt in Africa sustainable? Has public debt sustainability in Africa been weaker following the global financial crisis? Which debt group has exerted a stronger fiscal effort toward maintaining sustainable public debt levels? Is Nigeria's public debt to GDP ratio unsustainable compared to Ghana, South Africa, Ethiopia, Algeria, Tunisia, and Egypt? The rising levels of public debt within the continent indicate the possibility of a debt crisis among African countries if not carefully managed. The latest Debt Sustainability Analysis (DSA) under the Debt Sustainability Framework (DSF) for Low-Income Countries (LIC) jointly published by the IMF and World Bank affirms this fear as 25 African countries are either already in or at high risk of debt distress. . The report further indicates that 13 other African countries are at moderate risk of debt distress. Thus, with memories of the recent Greek debt crisis still fresh in mind, African countries are presented with a scenario of the destructive impact of a debt crisis if not expertly handled. Book excerpt: Achieving fiscal convergence between countries of a monetary union helps in the design and implementation of policies to strengthen macroeconomic convergence, which mitigates the contagion effects of macroeconomic instability and ensures the long-term viability of the proposed union. This paper assesses the extent of fiscal convergence among the West African Monetary Zone (WAMZ) countries and explores the response of fiscal convergence to divergence of public debt levels, inflation rates and current account balances to determine whether strengthening of policy synchronisation would contribute to fostering fiscal convergence in these countries. Allowing for heterogeneous fiscal policies among the WAMZ countries, the result from the log t convergence test estimated over the period 2001-2019 provides strong evidence of fiscal divergence among these countries during the period. Equally, by exploiting nonlinearities in policy behaviour among the WAMZ countries in the response of fiscal convergence to policy synchronisation, the results from the dynamic panel threshold models show remarkably strong evidence that reducing divergence in public debt levels, inflation rates and current account balances would reduce fiscal divergence. Given these empirical insights, WAMZ countries would need to strengthen fiscal consolidation measures to improve the primary balance and enhance capacity to reduce public debt to sustainable levels. Similarly, these countries should provide support to enhance domestic productive capacity and diversify the export sector to improve external sector performance. These measures should be accompanied by additional fiscal reforms to constrain discretion in fiscal policies to promote fiscal convergence, including the implementation of fiscal rules and Fiscal Responsibility Act.
