Book excerpt: This paper summarises the approach taken by the European Commission during the Economic Adjustment Programmes (2010 to 2018) to address reforms to Greece's public administration. It will argue that it was necessary to address this structural reform area as part of the programmes as well as post-programme surveillance. The paper will explain the challenges the public administration was faced with at the outset of the programme, as a number of macroeconomic imbalances that the Greek economy had accumulated prior to the financial crisis can demonstrably be linked to the weaknesses of the public administration. A reform of the public administration was therefore urgently needed and formed a key element of all three programmes. The benchmarking of structural policies revealed that Greece was underperforming relative to the EU average in many policy domains. Therefore, Greece needed to review the overall functioning and capacity of its public sector as well as addressing its public sector wage bill, which was well above the Eurozone average.

Book excerpt: This book analyses the reform of Greece’s public revenue administration promoted by its international lenders under the successive bailout agreements put in place since 2010. In particular, it shows how an integral part of the finance ministry was converted into an independent agency operating largely outside the direct control of the finance minister. The authors focus on the implementation of this major reform and demonstrate the impact of domestic decisions on the increasing specificity of the international lenders’ demands and the concomitant lack of confidence in the Greek political élite’s commitment to the reform package. This book helps readers understand the response to the eurozone crisis (especially, the conditionality of funding), Greece’s reform capacity with a focus on its tax administration, and the expansion of the scope of non-majoritarian institutions in Western democracies.

The key challenges remain restoring fiscal sustainability, safeguarding financial sector stability, and boosting competitiveness—and hence growth and employment. Staff and authorities agreed that nominal growth will be somewhat higher than originally anticipated. The government will facilitate private investment including through the privatization program. Stronger public financial management and especially tax administration are needed to mitigate risks. Advancing tax administration reform is a crucial priority to limit risks.

Available in PDF, EPUB and Kindle. Book excerpt: This volume discusses different aspects of Greece’s political economy during the past decade and reflects on the country’s path ahead, examining the major question: did this challenging period succeed in providing a window of opportunity for deeper institutional and societal change? The authors seek to contribute to the discussion of the dynamics of stability and change, of the nexus between external pressure and domestic agency. Greece offers a most interesting case study, as much in analytical as in empirical terms. Never before did a euro area member require three macroeconomic adjustment programmes under stringent policy conditionality and external supervision. This experience shattered past certainties and reshaped the political landscape. A decade later Greece was starting to recover and received international recognition for its reform efforts. However, the COVID-19 pandemic provided an external shock that risks derailing such achievements. The volume includes chapters by academics and researchers from different professional backgrounds: history, economics, public law, political science, public administration and political economy. Their diverse experience and viewpoints contribute to multidimensional analyses in subject areas such as Greece’s constitutional structure, public sector reforms, labour market developments, China’s expanding investment footprint and product market reforms.

Greece is adopting an ambitious comprehensive multiyear adjustment program to lower the fiscal deficit and the debt ratio, reduce domestic demand in line with capacity, and increase supply and competitiveness so that the economy can step onto a higher growth path led by investments and exports. Greece needs a strong and sustained adjustment program to lower the fiscal deficit substantially and create the basis for a declining debt ratio.

With the deteriorating fiscal results came downgrades of government bonds by rating agencies, and investors started backing out of Greek bonds, driving up their yields. Impaired loans are rising while borrowing costs in the interbank and wholesale markets have increased, putting pressure on bank profitability. The economy needs a strong and sustained adjustment program to correct fiscal imbalances and place debt on a downward path in the medium term.

Book excerpt: The economic crisis highlighted severe inefficiencies in the Greek public administration and has added to already existing backlogs in the justice system. A key pillar of the ESM stability support programme has therefore been the modernisation of the public sector, which is paramount to ensure high quality provision of public goods and services. Reform has been backed up with technical assistance from the Commission's Structural Reform Support Service (SRSS). Key reforms have aimed at aligning the size of the public sector with that of other EU Member States, unifying wage levels for public officials, establishing transparent and merit-based recruitment procedures, introducing mobility and performance assessments, making the judicial system more efficient, and strengthening independent authorities for the collection of taxes and statistics and the management of public sector entities.

Book excerpt: Greece continues to make overall, albeit often slow, progress under the second economic adjustment programme, with several important actions being delayed. Important progress has been made on public finances and the recapitalisation of the four core banks has been completed. The legal basis for the new semi-autonomous revenue administration has been created, but perseverance in implementing the ongoing reforms will be key to deliver concrete results in the fight against tax evasion. Several important structural reforms have been implemented in the areas of healthcare, the opening of professions, and public financial management. However, far-reaching reforms are still needed in many other areas, including public administration reform, improvements of the business environment, energy and justice. The economy would also greatly benefit from a more determined and effective implementation of the privatisation programme. While declining unit labour costs, supported by the successful labour market reform, are improving cost competitiveness, the on-going product markets reforms need to be accelerated and reinforced to speed up the transmission from costs savings to lower prices.

Available in PDF, EPUB and Kindle. Book excerpt: Ever since Greece's 1974 transition to democracy there has been constant talk of reforms. Major changes in its economy, society, and polity have attempted to bring Greek institutions and policies in line with more developed West European countries. Some reforms have come to fruition, others have recurred over the years, while others have been spasmodic and elusive. This book sets out the background to Greece's current political and economic crisis, examining its three decades of stop-start reforms and their political and institutional consequences.
