Book excerpt: The object of this book is twofold: first, to give an accurate picture of the German school system, especially that of Prussia, which was foremost in establishing a school system thorough in all respects; and second, to draw lessons from the same which can be applied in the American schools and for the improvement of her school systems. In order to obtain reliable information concerning the German schools it became necessary to examine a vast literature, as there is no single book in German giving a complete picture of the school system, and this would still leave many questions unsettled to the foreign student. Therefore it became necessary to study the subject on the ground where answers and explanations could be obtained from school officials and teachers. This study began twelve years ago, and four of these years have been spent in Germany. Access to the public libraries, and also to the private libraries of school men, together with the advice and assistance of many eminent teachers, have been of utmost value to me in securing correct data and in reaching absolute facts. Not less important was the actual inspection of schools, and this has been made in all parts of Germany; institutions of all kinds have been visited, from the school in the lonely village, where perhaps a single teacher instructs a hundred children, to the most complete school system of the largest city, and from the common school to the gymnasium and university. Uniform courtesy has ever been shown, and the school officials and teachers have never failed to give me an opportunity not only to see actual work, but also to obtain correct information concerning the schools. In regard to the second motive, that of suggesting reforms in the American schools, I trust no one will think that I believe in bodily transporting the German school system to American soil. There are certain reforms needed, and the sooner we recognize the fact and set about their introduction, the better for our schools and for the cause of education. We should be ready to learn from any and every source; and if Germany has anything good that we can apply, prejudice should not prevent its application. That Germany has some good things entirely applicable to our conditions, I believe these pages will show. The object is not to improve the German schools, therefore their defects-and they have serious defects-will not be given prominence....

Book excerpt: GERMAN SCHOOLS THE HISTORY, ORGANIZATION AND METHODS of SECONDARY EDUCATION IN GERMANY BY JAMBS E. RUSSELL, PREFACE No apology is necessary, I assume, in presenting to the reading public a book on the secondary schools of Germany. For many years American educators have drawn professional inspiration from German sources, and more recently it has become apparent that German ideas are taking root in British soil. The history, organization and methods of the German elementary schools are generally well understood. We have grown familiar with the German universities and have prof ited not a little from the relationship. But very little has been written in English on the secondary education which is the foundation of the German xtniversity training and the basis of all professional service in the Fatherland. Yet it is precisely in this sphere that German education can be studied to boat advantage, and from it wo have most to learn. The Regents of the University of the State of New York, at Convocation in July, 1893, appointed me their European Commissioner, and shortly afterwards I was made Special Agent of the Bureau of Education of the United States for the study and investigation of German schools. These keys unlocked all doors. During the two years which I spent in Germany I visited more than forty towns and cities in order personally to acquaint myself with school affairs. By force of circumstances my attention was directed chiefly to the schools of central and northern Germany. It happens, there fore, that this study is concerned principally with the schools vi PEEFAOB of Prussia. But as Prussia is the larger part of the Empire both in area and population, and by far the most importantstate politically in the Confederation, it is doing no great in justice to consider German schools from the Prussian stand point. A foreign institution, however simple it appears to the casual observer, presents a wonderful complexity to the stu dent. And the longer ho studies the moro complex it grows. After a six months residence abroad I was more confident of my ability to interpret the German school system thnn I urn now, at the end of almost five years continuous study and investigation. No one of my readers, I am sure, oun bo moro dissatisfied than I am myself with this attempt to portray Gorman ideals and German methods. The subject is too im portant to be lightly treated and too extensive to bo under stood on short acquaintance. I trust, however, that my work may lighten the labours of other students iu this field and prove to be of some practical worth to educators. Sermonizing on the basis of foreign customs is always of doubtful expediency. It is, indeed, questionable whether there is anything peculiar to the German theory and practice of teaching which is directly applicable to British or Amer ican conditions. Each nation must educate itself in its own way and for its own 0,1 uU The chief value of foreign exam ples consists in a rational understanding of the foreign way of adapting means to ends iu the realization of groat idoals. In this work, therefore, I luivo studiouHly resiwtod the temptation to point out the moral of every talo. The intelligent reader is capable of drawing his own conclusions he who reads merely to imitate noods no encouragement. It has been my aim to make each chapter as complete in it- self as possible, oven at the risk of some repetition of important facts, llof orences have boon cited iu foot-notes whorovor it has seemed necessary to refer to original documents or uu PREFAOB vii thorities of consequence. At the end of each chapter I have appended a short bibliographical list, through which students may easily acquaint themselves with the literature of the various topics...

Book excerpt: The much admired school system of 19th-century Germany served as a model for the educational systems of many other countries, including Britain and the United States. In this illuminating study of German primary schools, Lamberti examines an educational tradition that was the object of wide emulation, but which was often misinterpreted by its admirers. Lamberti also explores the political significance of German educational policies in the Kulturkampf, in the suppression of Polish nationalism in the eastern provinces, and more generally in the struggle between the competing strands of liberalism and authoritarianism in the German state.

Book excerpt: Excerpt from The Common-School System of Germany and Its Lessons to America The German common schools have long been celebrated for their efficiency and thoroughness. They have steadily improved from the time of their organization until the present, and although other nations have also improved their school systems, Germany, it is conceded, still continues in the lead. The three most important lessons, Tm taught the world by Germany are: 1, that all mpg? Teachers must be professionally trained and lessons from therefore have a professional standing; 2, that Germ' they must receive permanent appointments; and 3, that children of lawful school age must attend school every day of the year that it is in session, the parents being held accountable for such attendance. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two hundred years German education policy and practice has attracted interest in England. Policy makers have used the 'German example' both to encourage change and development and to warn against certain courses of action. This monograph provides the first major analysis of the rich material from government reports (including work by Matthew Arnold), the press, travel accounts, memoirs, scholarly publications and the archives to uncover the nature of the English fascination with education in Germany, from 1800 to the end of the twentieth century. David Phillips traces this story and uses recent work in theories of educational policy 'borrowing' to analyze the reception of the German experience and its impact on the development of English education policy.

She describes how innovative educators attempted to reform the stratified educational system to foster democracy and social justice. She also shows the relationship between the traditionalists' opposition to school reform and the attraction of certain sections of the teaching profession to the Nazi movement.
