The conference culminated a year of celebrations, beginning with an October 2007 conference celebrating the 50th anniversary of the Space Age and including a lecture series, future forums, publications, a large presence at the Smithsonian Folklife Festival, and numerous activities at NASA's 10 Centers and venues around the country. It took place as the Apollo 40th anniversaries began, ironically still the most famous of NASA's achievements, even in the era of the Space Shuttle, International Space Station (ISS), and spacecraft like the Mars Exploration Rovers (MERs) and the Hubble Space Telescope. And it took place as NASA found itself at a major crossroads, for the first time in three decades transitioning, under Administrator Michael Griffin, from the Space Shuttle to a new Ares launch vehicle and Orion crew vehicle capable of returning humans to the Moon and proceeding to Mars in a program known as Constellation. The Space Shuttle, NASA's launch system since 1981, was scheduled to wind down in 2010, freeing up funds for the new Ares launch vehicle. But the latter, even if it moved forward at all deliberate speed, would not be ready until 2015, leaving the unsettling possibility that for at least five years the United States would be forced to use the Russian Soyuz launch vehicle and spacecraft as the sole access to the ISS in which the United States was the major partner. The presidential elections a week after the conference presaged an imminent presidential transition, from the Republican administration of George W. Bush to (as it turned out) the Democratic presidency of Barack Obama, with all the uncertainties that such transitions imply for government programs. The uncertainties for NASA were even greater, as Michael Griffin departed with the outgoing administration and as the world found itself in an unprecedented global economic downturn, with the benefits of national space programs questioned more than ever before. There was no doubt that 50 years of the Space Age had altered humanity in numerous ways ranging from applications satellites to philosophical world views. Throughout its 50 years, NASA has been fortunate to have a strong sense of history and a robust, independent, and objective history program to document its achievements and analyze its activities. Among its flagship publications are Exploring the Unknown: Selected Documents in the History of the U.S. Civil Space Program, of which seven of eight projected volumes were completed at the time of the 50th anniversary. The reader can do no better than to turn to these volumes for an introduction to NASA history as seen through its primary documents. The list of NASA publications at the end of this volume is also a testimony to the tremendous amount of historical research that the NASA History Division has sponsored over the last 50 years, of which this is the latest volume.

Book excerpt: The aim of this project is to research the necessity of international cooperation on Korean unification in legal terms as South Korea’s Unification Policy and how issues of the Korean Peninsula have been dealt with in the international framework. Since this is the second year of a five-year project, the conceptual aspect requires clarification in the overall aspect and this requires a multidisciplinary approach. But the main focus remains the legal aspect, international law, in particular. This study assumes that unification will be a gradual process, generally in three stages: (1) inter-Korean cooperation, (2) negotiation for inter-Korean unification (be it North Korea’s collapse, or actual inter-Korean negotiation for unification, this stage includes any inter-Korean negotiation for unification and international negotiation formula, such as Six Party Talks, etc.), and (3) post-unification integration. The study begins with the understanding that South Korea needs to be prepared for legal matters potentially arising in these processes. The project this year, in particular, deals with the legal issues that should be dealt with in the first and second stages. The scope of the papers in this project covers four main areas. The first is time span. The research for this project covers the 19th century to the present and draws future-oriented implications, but the main focus is on current issues. The second is in regard to approaches. The study deals with three main approaches: historical, political, and legal, but for purposes of this project, the main focus is on the legal aspect. The third concerns the issues addressed. These are the nuclear issue, the military issue, inter-Korean cooperation issues, and the human rights issue. Finally, the scope of actors considered includes South and North Korea, neighboring countries (the U.S., China, Japan, and Russia), and international organizations (e.g., UN, WFP, WHO, etc.). The papers included here are organized into three main sections. The first concerns the meaning of Korean unification and the context of international cooperation. Park Jong-Chul provides a general overview of the Park Geun-Hye administration’s North Korea and unification policy, referred to as “Trustpolitik,” and the trust-building process on the Korean Peninsula, as well as the need for international cooperation. Sue Mi Terry examines the U.S. and China’s perspective on the issues laid out above. She explores areas where U.S.-China interests converge and diverge and whether strategic cooperation and coordination between the two nations are possible in the case of Korean unification. The second section presents historical and legal perspectives related to the situation on the Korean peninsula. Charles K. Armstrong’s work on the historical perspective is divided into three sections chronologically: (1) the struggle of 19th Century Korea to become a modern sovereign state and its failure with the advent of colonial rule, (2) war leading to the division of the Korean Peninsula, and (3) the inter-Korean situation based on de facto recognition (as opposed to de jure) as a political entity arising out of the 1972 Joint Communiqué and the “special relationship” from then on. Next, Roh Jeong-Ho provides a legal approach to the question of inter-Korean relations and the debate on unification by dividing the period from 1876 to the present day into five distinct periods and examining the limitations to the legal order and the evolution of world order as they pertain to Korea. Finally, Leon V. Sigal discusses how international law and institutions might improve South Korean security and facilitate inter-Korean reconciliation with special attention to confidence-building in the West Sea. The third section examines in greater detail the legal aspects of Inter-Korean Cooperation and human rights. Regarding human rights, it is important to consider the link between inter-Korean cooperation and human rights. The improvement of human rights and people’s livelihood in North Korea, which is part of the ultimate goal of unification, can be achieved by inter-Korean cooperation. Inter-Korean cooperation leads to inducing change in North Korea, which then logically leads to the improvement of human rights in North Korea. Lee Hyo-Won focuses on the legal matters regarding the establishment of a DMZ World Peace Park. Soung Jea-Hyen looks at the legal matters regarding the internationalization of the Gaeseong Industrial Complex. The intent of this symposium, titled Coalition Air Warfare during the Korean War, 1950 -1953, was to focus not only on the contributions made by the armed forces of the United States, but also on those of America's allies. The diverse group of panelists and speakers included not only scholars with subject matter expertise, but also veteran soldiers, sailors, and airmen who had served in that conflict. It was hoped that the melding of these diverse perspectives would provide interesting, if sometimes conflicting, views about the Korean War. The symposium organizers designated an agenda of six specific panels for investigation, including Planning and Operations; Air Superiority, Air Support of Ground Forces; Air Interdiction and Bombardment, Air Reconnaissance and Intelligence, and Logistical Support of Air Operations. Each session began with commentary by the panel chairman, which was followed by formal papers, and in some instances included a lively question and answer session. The papers and most of the proceedings found their way into print and are recorded here in an effort to permanently capture the activities, challenges, contributions, and heroics of the coalition air forces and the airmen who fought during the Korean conflict.

Book excerpt: On 29th January 1998 the House of Commons resolved that it was expedient that a tribunal be established for inquiring into a definite matter of urgent public importance, namely "the events on Sunday, 30 January 1972 which led to loss of life in connection with the procession in Londonderry on that day, taking account of any new information relevant to events on that day." On 2nd February 1998 the House of Lords also passed this resolution. With the exception of the last 12 words, these terms of reference are virtually identical to those for a previous Inquiry held by Lord Widgery (then the Lord Chief Justice) in 1972. Both inquiries were conducted under the provisions of the Tribunals of Inquiry (Evidence) Act 1921. In his statement to the House of Commons on 29th January 1998 the Prime Minister (The Rt Hon Tony Blair MP) said that the timescale within which Lord Widgery produced his report meant that he was not able to consider all the evidence that might have been available. He added that since that report much new material had come to light about the events of the day. In those circumstances, he announced: "We believe that the weight of material now available is such that the events require re-examination. We believe that the only course that will lead to public confidence in the results of any further investigation is to set up a full-scale judicial inquiry into Bloody Sunday." The Prime Minister made clear that the Inquiry should be allowed the time necessary to cover thoroughly and completely all the evidence now available. The collection, analysis, hearing and consideration of this evidence (which is voluminous) have necessarily required a substantial period of time. The Tribunal originally consisted of The Rt Hon the Lord Saville of Newdigate, a Lord of Appeal in Ordinary, The Hon William Hoyt OC, formerly the Chief Justice of New Brunswick, Canada, and The Rt Hon Sir Edward Somers, formerly a member of the New Zealand Court of Appeal. Before the Tribunal began hearing oral evidence, Sir Edward Somers retired through ill health. The Hon John Toohey AC, formerly a Justice of the High Court of Australia, took his place. Lord Saville acted throughout as the Chairman of the Inquiry.
