Available in PDF, EPUB and Kindle. Book excerpt: One of the seventeen critical infrastructures vital to the security of the United States, the water supply system remains largely unprotected from the threat of terrorism, including possible revenge by Al Qaeda over the killing of Osama Bin Laden. Recognizing and identifying prospective events of terrorism against the water infrastructure is critical to the protection of the nation, as the consequences triggered by a terrorist attack on the water supply would be devastating. Risk Assessment for Water Infrastructure: Safety and Security provides a unique quantitative risk assessment methodology for protection and security against terrorist contamination, vandalism, attacks against dams, and other threats to water supply systems. Focusing on the human safety, environmental, and economic consequences triggered by potential terrorist attacks and other threats, the book presents: The development of an integrated approach of risk assessment based upon the cumulative prospect theory The qualitative/quantitative processes and models for security and safe facility operations as required by EPA, DHS, and other governmental and regulatory agencies The application of an integrated model to the risk assessment of surface water, dams, wells, wastewater treatment facilities, reservoirs, and aqueducts of large urban regions The development of intelligence analysis incorporating risk assessment for terrorism prevention Finally, the book presents the legal and regulatory requirements and policy related to the protection and security of water infrastructure from terrorism and natural hazards to both human health and the environment. By analyzing potential terrorist risks against the water supply, strategic improvements in U.S. water infrastructure security may be achieved, including changes in policy, incorporation of intrusion detection technology, increased surveillance, and increased intelligence. Book excerpt: The malicious acts against or within the chemical industrial sector pose a significant threat to both the employees working in the industry, to the communities around them, and to the nation they serve. This new book, the third in a series on critical infrastructure and homeland security, helps chemical manufacturers and processors prevent the devastating effects of such an attack by providing sound security principles and measures that they can implement in their chemical facilities. Addressing the security threats chemical production managers, chemical import managers, design engineers, and others must be prepared to meet on a daily basis, this book encourages a concerted effort to incorporate security upgrades in existing systems or to plan security in all new chemical processing sites. It addresses issues of monitoring, response, critical infrastructure redundancy, and recovery to minimize risk to the facility, the infrastructure, and the surrounding community.

Book excerpt: Water supply and water management services are among the most critical infrastructures in society, providing safe and affordable drinking water, managing wastewater to avoid floods and environmental pollution, and enabling the reuse and replenishment of scarce water resources. With water and wastewater facilities and infrastructure intrinsic to our towns and cities, we must not underestimate the potentially catastrophic results of water supply contamination or disruption to the systems that regulate the water we rely on for essential agricultural, environmental, and municipal needs. This book presents 12 papers selected from those delivered at the NATO Advanced Research Workshop (ARW) on Physical and Cyber Safety in Critical Water Infrastructure, held in Oslo, Norway, from 8-11 October 2018. The conference brought together resource persons and decision makers from 12 NATO countries and 6 partner countries to share their experiences with the objective of formulating best practice based on recommendations and conclusions, to increase awareness of the risks that threaten current and future water utilities and services, to learn how to improve surveillance and preparedness, and to deal with a crisis should all else fail. Addressing the urgent need to focus on physical and cyber safety in one of the most critical infrastructures in our society, the book will be of interest to all those working in the field of water supply and waste water management.

Book excerpt: The 9/11 attacks have drawn attention to the security of many institutions, facilities, and systems in the U.S., incl. the nation¿s water supply and water quality infrastructure. These systems have long been recognized as being potentially vulnerable to terrorist attacks of various types, including physical disruption, bioterrorism/chem. contamination, and cyber attack. Damage or destruction by terrorist attack could disrupt the delivery of vital human services in this country, threatening public health and the environment, or possibly causing loss of life. This report presents an overview of this large and diverse sector, describes security-related actions by the government and private sector since 9/11, and discusses additional policy issues and responses. Book excerpt: Concern over terrorist attacks since 2001 has directed attention to potential vulnerabilities of the nation's water and wastewater systems. The Environmental Protection Agency (EPA), which leads federal efforts to protect the water sector, initiated a research program in 2002 to address immediate research and technical support needs. This report, conducted at EPA's request, evaluates research progress and provides a long-term vision for EPA's research program. The report recommends that EPA develop a strategic research plan, address gaps in expertise among EPA program managers and researchers, and improve its approaches to information dissemination. The report recommends several high-priority research topics for EPA, including conducting empirical research in behavioral science to better understand how to prepare people for water security incidents.

Book excerpt: Facilities handling large amounts of potentially hazardous chemicals (i.e., chemical facilities) might be of interest to terrorists, either as targets for direct attacks meant to release chemicals into the community or as a source of chemicals for use elsewhere. Because few terrorist attacks have been attempted against chemical facilities in the United States, the risk of death and injury in the near future is estimated to be low, relative to the likelihood of accidents at such facilities or attacks on other targets using conventional weapons. For any individual facility, the risk is very small, but risks may be increasing with potentially severe consequences for human health and the environment. Available evidence indicates that many chemical facilities may lack adequate safeguards.

This book was released on 2006-07-21 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: The chemical sector is a key part of the national economy and has been designated by the Department of Homeland Security (DHS) as one of 17 sectors comprising the nation's Critical Infrastructure. Although its products represent only 2 percent of the U.S. gross domestic product, those products underpin most other manufactured goods. To assist DHS in characterizing and mitigating the vulnerabilities faced by the nation from the chemical industry, this study examines classes of chemicals and chemical processes that are critical to the nation's security, economy, and health. It identifies vulnerabilities and points of weakness in the supply chain for these chemicals and chemical processes; assesses the likely impact of a significant disruption in the supply chain; identifies actions to help prevent disruption in the supply chain and mitigate loss and injury should such disruption occur; identifies incentives and disincentives to preventative and mitigating actions; and recommends areas of scientific, engineering, and economic research and development. The report concludes that the consequences of a deliberate attack on the chemical infrastructure would be expected to be similar in nature to the accidents we have already experienced. Under limited circumstances, such an attack could cause catastrophic casualties and loss of life, but it would take several simultaneous events to cause catastrophic economic consequences. Poor communication could amplify societal response. Overall, the recommendations in this report emphasize the benefit of investments to improve emergency preparedness for and response to chemical events. They also highlight the potential to minimize the physical hazards through development of cost-effective, safer processes that reduce the volume, toxicity, or hazardous conditions under which chemicals are processed.
