While there is an increasing amount of research and academic output on prostitution, the current focus is often on discussion and critique of policy frameworks, and contemporary debates over harm are largely limited to sex trafficking and sexual exploitation of children. Less attention is paid to questions of how the sex industry perpetuates notions of objectification and male entitlement with respect to sexual access to women's bodies, despite being key feminist concerns for several decades. This position has become effectively marginalized, but the global growth and industrialization of the sex industry requires a return to these questions. Through exploring gendered inequality and re-engaging with an understanding of prostitution as harmful with impacts on the self and body that are experienced as abusive but do not always constitute violence, this book introduces a range of research and thinking, while also drawing on existing literature to explore the consequences of prostitution for women in the sex industry and wider gender relations. These issues are discussed with regard to: coercion and recruitment, including trafficking; notions of male entitlement in accounts of men who buy sex; critical interrogations of agency and choice; legal and policy frameworks; and representations of prostitution in popular culture.

Book excerpt: This book analyzes the development of female prostitution in the Pacific port of Puntarenas, Costa Rica during the advanced stage of the coffee exporting economy (1880-1930), at the height of the consolidation of the liberal state. Hayes argues that prostitution in the port differed from that of the coffee producing highlands due to differential economic, social, and political development. In the periphery of Puntarenas, the development of prostitution reflected a less stigmatized view of sexual commerce than that of the highlands, where prostitution, although legal, threatened the tenets of liberal nationalism based on racial homogeneity and family values. Women of the highlands were encouraged to reproduce the nation's "more European" stock of workers and to ensure the legal transference of property through legal church marriages - both part of a design to stabilize the coffee exporting project. By contrast, prostitutes and other working women of Puntarenas, many immigrants from the "less European" populations of neighboring regions and most in concubinage, were freer to do what the law prescribed - register as prostitutes in legitimate trade. Such regional disparities reveal weaknesses in traditional explanations of Costa Rican exceptionalism, which have rested on the premise of cultural homogeneity and have reflected the realities of only one region of the country. The book advances an alternative explanation for the development of the nation's more democratic institutions, situating Costa Rican exceptionalism in the nation's free labor system, of which the labor prostitute in Puntarenas provides an example.

State regulation combined police surveillance, the registration of women selling sex (or suspected of doing so), and compulsory medical examinations for registered women, as well as various restrictions on personal movement and freedom. The nine chapters shift focus onto the decades after the abolition of state-regulated prostitution well into the second half of the twentieth century to examine the ruptures and continuities in state, administrative and policing practices following the end of widespread legal toleration. The varied chronology extends the parameters of existing historiography and explores how states grappled to understand, or impose control over, the commercial sex industry following the far-reaching social, economic and political upheaval of the Second World War. The chapters in this book were originally published as a special issue of European Review of History.
