Book Synopsis Public Administration in an Information Age by : I. Th. M. Snellen
Download or read book Public Administration in an Information Age written by I. Th. M. Snellen and published by IOS Press. This book was released on 1998 with total page 606 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration (Tilburg/Rotterdam, Kassel, Irvine, Nottingham/Glasgow). Since the fifties, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisial and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration.

Book Synopsis Mutual and Co-operative Approaches to Delivering Local Services by : Great Britain: Parliament: House of Commons: Communities and Local Government Committee
Download or read book Mutual and Co-operative Approaches to Delivering Local Services written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2012-12-06 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report finds that efforts by the Cabinet Office to promote the development of employee owned cooperatives must be married more effectively to the work of DCLG to deliver localism reforms before mutual models of local service delivery can flourish. In its report, the CLG Committee concludes that a number of significant barriers must be removed. Advice - Government and local government itself should provide "off-the-shelf" models and guidance to reduce confusion and risks that deter local authorities currently from considering using mutual or co-operative models for service delivery. Leadership - co-ordination between the Government's Mutuals Support Programme, the DCLG and the Local Government Association must be improved to gather and disseminate evidence on the operation of mutuals and co-operatives in delivering local services. Financing - Government must do more to inform and educate financial institutions about lending to mutuals and co-operatives and it must examine tax support for mutuals and co-operatives. Accountability - all new organisations must remain accountable to the local Council (usually through a contract) and be transparent in their operations. Through commissioning and oversight processes authorities must prevent services from fragmenting and protect the operation and ownership of local public assets. Procurement - rules must be drafted to confer maximum flexibility in tendering for services so that mutuals and co-operatives can compete fairly with large companies and in-house providers.

Book Synopsis Transforming Cities by : Nick Jewson
Download or read book Transforming Cities written by Nick Jewson and published by Routledge. This book was released on 2005-06-28 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection examines the profound transformations that have characterised cities of the advanced capitalist societies in the final decades of the 20th century. It analyses ways in which relationships of contest, conflict and cooperation are realised in and through the social and spatial forms of contemporary urban life. In particular, the essays focus on the impact of economic restructuring and changing forms of urban governance on patterns of urban deprivation and social exclusion. These processes, they contend, are creating new patterns of social division and new forms of regulation and control.

Book Synopsis New Century Local Government by : Graham Sansom
Download or read book New Century Local Government written by Graham Sansom and published by Commonwealth Secretariat. This book was released on 2013-09-30 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Democratic decentralisation through ‘conventional’ institutions of local government is facing increasing challenges, whether from financial pressures, questions of representativeness, difficult central-local relations and from a perhaps growing belief that local government has failed to realise its potential and there may be better ways of achieving societal goals. It is clear there is need to contemplate quite radical change to ensure local government becomes or remains ‘fit for purpose’. This collection of papers illustrates the way in which the role of local government is evolving in different parts of the Commonwealth and provides practical examples of new local government at work. It showcases emerging practice, and highlights success stories from new ways of working and challenges confronting local government in both developed and developing countries. New Century Local Government makes a very valuable contribution to helping understand the changing role of local government, and will ensure that practitioners are up-to-date with the most innovative initiatives in local government planning and administration.
