Can one clearly and unambiguously characterize flexibility, and disentangle it from closely related concepts? 2) What drives the need for flexibility in system design, and what are the attributes of an environment in which flexible designs should be sought and fielded? 3) How can one embed flexibility in a system design? 4) What are the trade-offs associated with designing for flexibility? What is the value of flexibility and what are the associated penalties (cost, performance, risk, etc.), if any? These are the fundamental questions around which this thesis revolves. The first part of this work addresses the first two questions: Flexibility of a design is here defined as the property of a system that allows it to respond to changes in its initial objectives and requirements-both in terms of capabilities and attributes-occurring after the system has been fielded, i.e., is in operation, in a timely and cost-effective way. It is argued that flexibility should be sought when: 1) the uncertainty in a system's environment is such that there is a need to mitigate market risks, in the case of a commercial venture, and reduce a design's exposure to uncertainty in its environment, 2) the system's technology base evolves on a time scale considerably shorter than the system's design lifetime, thus requiring a solution for mitigating risks associated with technology obsolescence.

Book excerpt: A conceptual design was produced for the Geosynchronous Satellite Servicing Platform (GSSP), an orbital facility capable of repairing and servicing satellites in geosynchronous orbit. The GSSP is a man-tended platform, which consists of a habitation module, operations module, service bay and truss assembly. This design review includes an analysis of life support systems, thermal and power requirements, robotic and automated systems, control methods and navigation, and communications systems. The GSSP will utilize existing technology available at the time of construction, focusing mainly on modifying and integrating existing systems. The entire facility, along with two satellite retrieval vehicles (SRV), will be placed in geosynchronous orbit by the Advanced Launch System. The SRV will be used to ferry satellites to and from the GSSP. Technicians will be transferred from Earth to the GSSP and back in an Apollo-derived Crew Transfer Capsule (CTC). These missions will use advanced telerobotic equipment to inspect and service satellites. Four of these missions are tentatively scheduled per year. At this rate, the GSSP will service over 650 satelites during the projected 25 year lifespan. The military community appears to be somewhat reticent to embrace or, in some cases, to even consider on-orbit servicing. The civilian community appears enthusiastic about the potential of on-orbit servicing and the majority of economic studies of civilian missions show servicing strategies to be an attractive alternative to most expendable spacecraft strategies. A model called SATSERV is presented. This model can be used to conduct economic comparisons from an overall standpoint between expendable and servicing strategies. The model is implemented in a microcomputer spreadsheet format for rapid implementation and application along with ease of use by the manager. Four basic spreadsheet and mission scenarios are outlined and assumptions examined: two low earth orbit mission profiles within the current STS operations envelope, one low earth orbit mission profile outside current STS operations capability and requiring a Teleoperator maneuvering System, and one geosynchronous mission scenario involving a space station and orbital transfer vehicle.

For launching a geosynchronous satellite, one primary module and an upper stage are used to deliver the satellite, along with an apogee kick motor, into orbit.
