The Women’s Empowerment in Agrifood Systems Governance (WEAGov) is an assessment framework to help countries and stakeholders measure the extent of inclusion and leadership of women in agrifood systems governance and to identify gaps and opportunities for improvement. WEAGov looks across three stages of the policy cycle: policy design, policy implementation, and policy evaluation. At each stage of the policy cycle, WEAGov asks three questions central to women’s empowerment in governance: Are women considered? Are women included? And are women influencing? This paper describes the process of conceptualizing and developing the WEAGov assessment framework by drawing together evidence, experience, and lessons from the literature and from over 30 stakeholder consultations across several countries and sectors to develop a practical and theoretically grounded framework.

The qualitative research sought to identify emic meanings of “empowerment,” validate the domains and indicators of the quantitative index, provide greater understanding of the context of each project and of strategies for facilitating empowerment, and test a methodology for integrating emic perspectives of empowerment with standardized etic measures that allow for comparability across contexts.

Book excerpt: We discuss the evolution of the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) from its initial launch in 2018 until early 2023. We explain the reasons motivating changes to the composition of pro-WEAI and the adequacy thresholds of several indicators and discuss the implications of both for the overall measurement of project impacts on women’s empowerment. We present supporting empirical results comparing projects’ impacts calculated using the abbreviated Women’s Empowerment in Agriculture Index (A-WEAI) (the predecessor to pro-WEAI with fewer indicators and less stringent indicator cut-offs), the pilot 12-indicator version of pro-WEAI, and the final, revised 10-indicator version of pro-WEAI, based on longitudinal data from six agricultural development projects in East and West Africa and South Asia as part of the Gender, Agriculture, and Assets Project, Phase 2 (GAAP2). In addition, we assess the sensitivity of the revised pro-WEAI to an alternative weighting scheme, namely inverse covariance weighting (ICW). Overall, we find that the revised pro-WEAI performs well: In comparison to A-WEAI, pro-WEAI—regardless of version—identifies larger and more frequently significant impact estimates, indicating that pro-WEAI is more sensitive to detecting project impacts on women’s empowerment than A-WEAI. And we find only minor differences in impact estimates produced using the 12-indicator, 10-indicator, or alternate weighting scheme versions of pro-WEAI. We conclude with reflections on six years of work on pro-WEAI during GAAP2.

Book excerpt: Research since the 1990s highlights the importance of tenure rights for sustainable natural resource management, and for alleviating poverty and enhancing nutrition and food security for the 3.14 billion rural inhabitants of less-developed countries who rely on forests and agriculture for their livelihoods. The specific rights or combination of rights held by an individual, household, or community affects whether they have access to land and resources, as well as how those can be used and for how long. Equally important is the degree to which landholders perceive their tenure to be secure. Landowners are more likely to engage in land and resource conservation if they perceive that the likelihood of losing their land or resource rights is low. Between 2013 and 2021, the CGIAR Research Program on Policies, Institutions, and Markets (PIM) supported researchers to explore the drivers of tenure insecurity and their consequences, as well as mechanisms that can enhance tenure security. Their work focused on rights held by individuals and households, as well as collectively held rights. Studies found that tenure insecurity has a variety of negative consequences for natural resource management, agricultural productivity, and poverty reduction, but the sources of tenure insecurity differ for men and women, and for individual, household, and collective lands. Statutory recognition of customary rights, multistakeholder processes (MSPs) such as for land use planning, and organized social alliances such as Indigenous peoples’ groups have emerged as important mechanisms for securing rights or enhancing access to collectively held lands. Long-term partnerships, ongoing engagement, and training for actors at multiple scales increase the likelihood of successful implementation of tenure reforms. Further research on tenure security can contribute to achieving the Sustainable Development Goals, especially by clarifying how customary tenure can provide security and how tenure affects decision-making in multistakeholder platforms.

Included among these are conflict, public health threats, corruption, climate change, and natural resource degradation. The concept of resilience provides a useful framework for considering potential solutions to these intersecting challenges. This is particularly the case in situations where structural problems and inequalities—such as chronic poverty and gender gaps—underlie persistent and recurring shocks. Growing evidence shows that men and women have different exposure to shocks and stressors, and different preferences and capacities in terms of their responses. This stems from gendered social, cultural, and institutional contexts that shape such factors as their livelihood activities, roles, and bargaining power. Importantly, these factors are intrinsically linked with women’s empowerment levels, including their ability to access resources and make strategic life choices to improve their overall wellbeing. Because shocks and stressors occur in local contexts with different power structures, institutions, and sociocultural norms, it is difficult to generalize the different ways men and women are affected and choose to respond. Men’s and women’s experiences and reactions largely depend on the types of overlapping shocks and stressors they are exposed to. This brief highlights some of the key gendered dimensions of resilience, drawing on evidence from the literature, including systematic reviews and global indicators, where available, as well as case-study examples that highlight important linkages. The evidence summarized is intended to guide the development and implementation of gender-sensitive resilience interventions focusing on key programming areas of interest to Feed the Future’s Center for Resilience.

Book excerpt: Studies on credit schemes for small-scale entrepreneurs have documented their potential to alleviate poverty and improve food security, nutrition, and health outcomes in low- and middle-income countries. Other studies find mixed impacts of credit schemes on reducing income inequality, empowering women, and enhancing children’s education. Moreover, growing evidence finds that entrepreneurs offer credit to customers; little is known about what this practice means for entrepreneurs, and even less about gendered differences in this practice. Herein, we consider the case of final retailers in agricultural value chains and examine how male and female informal milk vendors from peri-urban Nairobi borrow and sell on credit, and how these experiences affect their businesses where there are few formal safeguards to ensure repayment. In 2017, we conducted 49 individual interviews, four key informant interviews, and six focus groups with men and women who were current or former milk vendors. A thematic analysis revealed that vendors sell on credit to appeal to customers, which may be advantageous when vendors need to rid themselves of milk before it spoils, regardless of gender. With few strategies to recoup costs from customers who fail to repay, however, failure to collect debt may cause default for vendors who acquired milk via informal borrowing. The consequences are likely more severe for women vendors, who generally have less capital to fall back on relative to men. Development organizations should identify gender-sensitive financial services that can help entrepreneurs maintain viable businesses despite the volatility of borrowing and selling on credit.

Book excerpt: Women’s empowerment is dynamic across the life course, affected not only by age but also by women’s social position within the household. In Nepal, high rates of male outmigration have further compounded household dynamics, although the impact on women’s empowerment is not clear. We use qualitative and quantitative data from Nepal to explore the relationship between women’s social location in the household, caste/ethnicity, husband’s migration status, and women’s empowerment. The study first examines the factors affecting overall empowerment as measured by the Abbreviated Women’s Empowerment in Agriculture Index (A-WEAI), followed by more detailed qualitative and quantitative analysis of how each factor affects individual domains including asset ownership, access to and decisions on credit, control over use of income, group membership, input in productive decisions, and work load. We find that women’s empowerment is strongly associated with caste/ethnic identity and position in the household, but this dynamic interacts with husband’s migration status. Despite patriarchal norms of high caste groups, high caste women are more empowered than others, reflecting the disempowering effects of poverty and social exclusion for low caste and ethnic groups. Daughters-in-law in joint households are more likely to be empowered when their husbands are residents in the household and disempowered when their husbands are migrants, while wives in nuclear households are more likely to be empowered when their husbands are migrants. While qualitative findings indicate daughters-in-law are disempowered compared to their mothers-in-law, especially in time use, the quantitative results do not show significant differences, suggesting that we need to move toward an understanding of agency over time and intensity of work, rather than simply hours worked. Identifying the factors that contribute to disempowerment of women of different social positions has important implications for the design of interventions and programs that seek to improve women’s empowerment.

This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.
