Available in PDF, EPUB and Kindle. Book excerpt: The federal government is deeply entrenched in American public education and virtually dictates what can be taught to students. Why? At what cost? And what are the benefits to public school students? To public schools? The author challenges the constitutionality of the feds in the classroom and reminds readers that public education has, until recently, been the function of state and local governments.

Available in PDF, EPUB and Kindle. Book excerpt: How efficient is Title I, the largest federal educational program in elementary and secondary schools? What is the quality of the Title I services? Has Title I promoted equity in schools among our nation’s low-income areas? To address these important issues, this volume draws on the proceedings of two national invitational conferences, sponsored by the mid-Atlantic regional educational laboratory, the Laboratory for Student Success (LSS) at Temple University Center for Research in Human Development and Education in 1999 and 2000. These conferences aim to provide research-based information on how Title I schoolwide programs affect teaching, learning, and student outcomes and to strengthen cost-benefits in Title I program implementation to assist students in high-poverty schools. The focus of the conferences is particularly timely in view of the upcoming Title I reauthorization and the recently enacted federal Comprehensive School Reform Demonstration (CSRD) initiative. Discussion at the conferences focused on enhancing our understanding of accountability, efficiency, and equity issues in Title I. More specifically, researchers at the two conferences: (a) highlighted findings from the National Study of Effective Title I Schoolwide Programs; (b) examined the effects of research-based comprehensive reform models in high-poverty schools; and (c) addressed cross-cutting issues such as the productivity of Title I programs, the use of technologies in the classroom, the role of the state in strengthening Title I programs, cost effectiveness of whole school reform, professional development, reading instruction, and parental involvement, which are important parts of the national educational reform agenda. Leading researchers, policymakers, and practitioners were commissioned to develop preconference papers to serve as a springboard for discussion at the conferences. These papers included an overview of the research base and patterns of governance and conditions that lead to effective implementation of Title I schoolwide programs. The papers were reviewed by conference participants before the conferences and were used to develop next-step recommendations for advancing the implementation of the Title I schoolwide provision.

Book excerpt: This volume presents the most recent research on Title I federal compensatory education programs. Over the past three decades, Title I of the Elementary and Secondary Education Act has served as the cornerstone of the federal commitment to equality of opportunity. It is the federal government's single largest investment in America's schools. As Title I begins a new century, this book documents the program's history and points to the potential for its future, building on 35 years of research, development, and practical experience. The research and analysis it provides fills a void for systematic information that can help inform Title I education policies and practices. Title I: Compensatory Education at the Crossroads is essential reading for educational researchers and students working in the areas of social stratification and equity-minded policies, programs, and practices. It will serve well as a text for graduate courses on these topics in education, as well as in public policy, sociology, and psychology. Educational policymakers and administrators at the federal, state, and local levels who are concerned with Title I and programs for students placed at risk will find it an important resource in crafting policies and programs for this population of students.

Book excerpt: Since 1989, with the publication of Curriculum and Evaluation Standards for Mathematics by the National Council of Teachers of Mathematics, standards have been at the forefront of the education reform movement in the United States. The mathematics standards, which were revised in 2000, have been joined by standards in many subjects, including the National Research Council's National Science Education Standards published in 1996 and the Standards for Technical Literacy issued by the International Technology Education Association in 2000. There is no doubt that standards have begun to influence the education system. The question remains, however, what the nature of that influence is and, most importantly, whether standards truly improve student learning. To answer those questions, one must begin to examine the ways in which components of the system have been influenced by the standards. Investigating the Influence of Standards provides a framework to guide the design, conduct, and interpretation of research regarding the influences of nationally promulgated standards in mathematics, science, and technology education on student learning. Researchers and consumers of research such as teachers, teacher educators, and administrators will find the framework useful as they work toward developing an understanding of the influence of standards.

Book excerpt: Improving Schools for African American Students is designed to provide educational leaders with a better understanding of how to recognize the diversity of strengths that Black students bring with them to school and how to use these strengths to improve achievement. The articles contained in this book discuss generic education issues such as policy reform, the importance of high quality teaching, and the improvement of schools from the perspective of the academic achievement of African American students. Part I explores institutional racism in the context of America's public schools and provides suggestions for educational leaders to eliminate harmful policies and practices within educational institutions and settings. Part II discusses the kinds of institutional and instructional changes that are needed to support successful schooling of African American children and youth. Part III focuses on the challenges presented to African American students by the current high stakes testing environment that surrounds standards, assessment, and accountability. A review of the literature on schools that have succeeded in improving achievement for African American students at the elementary, middle, and high school levels with districts moving towards narrowing the achievement gap is included. This text examines a wide variety of policies, programs, practices, and research that will provide valuable insight. The emphasis throughout the book is on the ability of educators to successfully restructure their schools, offer high quality teaching and learning standards for African American students and to make the kinds of changes that will result in high achievement for all students.
