Book excerpt: On November 26, 2008, the Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, Presidentelect, and Congress. The study found that the national security system was at risk of failure and needed serious reform. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This testing revealed that each of the five major findings improved the performance of the current national security system. This volume documents the scenario-testing process used by the Vision Working Group. It includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. The work of the Vision Working Group has led to the formulation of another recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center. The Project on National Security Reform advocates establishment of such a foresight mechanism as part of the larger transformation of the national security system and is ready and willing to assist in its implementation.

Book excerpt: This collection of essays considers the evolution of American institutions and processes for forming and implementing US national security policy, and offers diverse policy prescriptions for reform to confront an evolving and uncertain security environment. Twelve renowned scholars and practitioners of US national security policy take up the question of whether the national security institutions we have are the ones we need to confront an uncertain future. Topics include a characterization of future threats to national security, organizational structure and leadership of national security bureaucracies, the role of the US Congress in national security policy making and oversight, and the importance of strategic planning within the national security enterprise. The book concludes with concrete recommendations for policy makers, most of which can be accomplished under the existing and enduring National Security Act. This book will be of much interest to students of US national security, US foreign policy, Cold War studies, public policy and Internationl Relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism and National Security Reform demonstrates that blue-ribbon commissions can be powerful vehicles for policy change, overturning the conventional wisdom that views them only as devices for passing the buck. Jordan Tama explains how the unique political credibility of commissions can enable them to forge bipartisan consensus on tough policy challenges. He also shows that commissions are most valuable during a crisis, when policymakers face pressure to make changes but frequently cannot agree on what to do. Using an original database, case studies, and more than 200 interviews of policymakers and commission participants, Tama reveals how commissions have shaped Barack Obama's plan for ending the Iraq War, spurred the largest government and intelligence overhauls since 1947, and driven many other elements of U.S. counterterrorism policy. In an era of unrelenting partisanship and extreme polarization, this book shows that commissions are increasingly valuable policymaking tools.

Book excerpt: On April 22, 2010, the Bush School of Government and Public Service and the Strategic Studies Institute, U.S. Army War College co-sponsored a colloquium in Washington, DC, on a midterm assessment of leadership and national security reform in the Obama administration. Panelists included experts from the Project on National Security Reform; the Foreign Policy Research Institute; the Hudson Institute; the Council on Foreign Relations; the Reserve Officers Association; the American Security Project; and Creative Associates International, Inc. The colloquium theme focused on the need for advancing the research and study of national security reform by engaging the invited participants to share their expertise on ways to develop a deeper awareness and understanding of the reform issues facing the U.S. Government. Three panels of national security experts discussed: "Assessing National Security Reform"; "Legislative Imperatives"; and, "Assessing National Security Reform-The Way Forward." This book includes a summary of the panelists' presentations, along with chapters written after the colloquium to further address and to assess the effectiveness and the near-term potential for Obama administration's national security reform initiatives.

Book excerpt: On June 24, 2009, The Bush School of Government and Public Service and The Scowcroft Institute of International Affairs at Texas A & M University, and the U.S. Army War College, Strategic Studies Institute (SSI), conducted a conference on 'Leadership and Government Reform' in Washington, DC. Two panels discussed Leader Development in Schools of Public Affairs and Leadership, National Security, and 'Whole of Government' Reforms ... The panelists and authors reflected on the nature of external, internal, and transnational threats to U.S. security, and the need for changes in developing people, organizations, and institutions to more effectively, efficiently, and ethically improve the U.S. Government's capacity to address the need for change. The authors in this book share the belief of many in the international and public affairs community that the world is changing in fundamental ways, and our traditional models for understanding America's role do not appear to be working very well. A new era of reform is needed for this new age. In response, panelists in their detailed remarks and subsequent papers, offer suggestions to reform the United States' national security system to meet 21st century threats, while simultaneously developing the leaders who can implement a serious and broad-scale reform agenda.--
