Book excerpt: Excerpt from Project of Municipal Law: Adopted by the Advisory Commission and Submitted to the Provisional Governor January 24, 1908 The Advisory Commission having terminated the project of an Organic Municipal Law entrusted to it by article 1, paragraph 1, of my Decree No. 284 of December 24, 1906, and having submitted it unanimously for my approval with its statement of reasons, I have deemed it advisable, in order to ascertain and consider the objections and changes which might be suggested by public opinion in said project, before giving it my approval in its present form or with the changes which I may deem proper, to direct the following: 1. The project of an Organic Municipal Law prepared by the Advisory Commission, together with the statement of reasons therefor, shall be published without delay at the cost of the State in the form of a pamphlet. 2. Copies of this pamphlet shall be distributed to all offices, corporations, political parties, the press and private individuals requesting the same, to which end 5,000 copies in Spanish and 1,000 copies in English shall be printed. 3. The secretary of the Advisory Commission shall receive for thirty days after publication any suggested changes and objections to the project which may be addressed to him, whether printed or written; and upon the expiration of this period he shall submit them to the Commission, which will forward them to me with its report within the shortest possible period. Book excerpt: While it was not until 1871 that slavery in Cuba was finally abolished, African-descended people had high hopes for legal, social, and economic advancement as the republican period started. In Black Political Activism and the Cuban Republic, Melina Pappademos analyzes the racial politics and culture of black civic and political activists during the Cuban Republic. The path to equality, Pappademos reveals, was often stymied by successive political and economic crises, patronage politics, and profound racial tensions. In the face of these issues, black political leaders and members of black social clubs developed strategies for expanding their political authority and for winning respectability and socioeconomic resources. Rather than appeal to a monolithic black Cuban identity based on the assumption of shared experience, these black activists, politicians, and public intellectuals consistently recognized the class, cultural, and ideological differences that existed within the black community, thus challenging conventional wisdom about black community formation and anachronistic ideas of racial solidarity. Pappademos illuminates the central, yet often silenced, intellectual and cultural role of black Cubans in the formation of the nation's political structures; in doing so, she shows that black activism was only partially motivated by race.

Book excerpt: In January 2016, a series of states of emergency for the City of Flint were declared by the Mayor, the Governor and even the President. These declarations turned the attention of the state and nation to the Flint water crisis. As a result, the state, local and federal governments sprang into action. The National Guard was tasked to assist. FEMA1 sent representatives. Community organizations and non-profits from throughout the state, and even nationally, responded by volunteering, and sending bottled water. The Governor formed Mission Flint, which brought key members of the Administration together weekly, and the Legislature authorized a supplemental budget. Bottled water and water filters were distributed and residents were provided information in multiple languages. It was all hands on deck. From all accounts, the government was operating the way we would expect it to operate in response to an emergency. What then, was the problem? The timing. Preceding this flurry of "state of emergency" activity, Flint residents had been reporting heavily discolored and bad tasting water for well over a year. This report is triggered by the Flint Water Crisis, but in many ways is not just about Flint. This report seeks to outline a broader framework to explain why the crisis occurred and to propose a set of recommendations that minimizes and safeguards against similar crises in the future. Our report is not meant to assess blame, but to help ensure that such a crisis does not occur in the future and to address shortcomings that continue to persist over time.
