In June of this year, WHO scientists were forced to admit that an Asian family who died of the disease in Late May is proof that H5N1 has mutated, and is now capable of being transmitted human-to-human. If that wasnt enough of a threat, former NYPD First Class Detective Edward Augustus Fox, now of the Hong Kong Police who we met last year in the serial homicide case code-named Hongse Spider, returns from a terrorism seminar presented by the FBI Academy in the US, to find Hong Kong under siege. Fox, because his work in reducing Hong Kongs burgeoning homicide rate, has been promoted from Homicide Lieutenant to Chief Inspector in-charge of combating all crimes against citizens. The new threats to Hong Kong consist of unexplained incidents of fatal radiation poisoning; a North Korean nuclear missile being smuggled through the former crown colony into China; armed robberies being pulled to steal Avian flu vaccine; the worlds best counterfeit US$100 bills meant to destabilize the economy being dumped on the streets; and the emergence of a new plot by China to sabotage the 2008 Olympic Summer Games in Beijing, called Project 119.

RAND research studies aided in development of concepts, system requirements, and development programs for space satellites operational in the 1960s. RAND research in 1946-1954 emphasized reconnaissance missions for balloons and electro-optical (TV) reconnaissance satellites with data relay. Thereafter, RAND proposed use of recoverable, film-storage satellite payloads with simple guidance systems so that reconnaissance satellites could aid in arms control verification when intercontinental ballistic missiles (ICBMs) were deployed. In the 1950s, RAND space technology studies dealt with scientific exploration of the moon and solar system, satellites for weather forecasting and for mapping, missile launch detection, and technology applications for the civil space program of the National Aeronautics and Space Administration. Innovative studies of balloon reconnaissance platforms, ICBMs, uses of panoramic cameras for remote observation of earth, and use of infrared satellites for missile launch warning resulted from researcher-initiated studies.

Available in PDF, EPUB and Kindle. Book excerpt: A combination of art and skill that results in the balancing of project objectives against restraints of time, budget, and quality, effective project management requires skill and experience as well as many tools and techniques. Project Management Tools and Techniques: A Practical Guide describes these tools and techniques and how to use them, giving students the strong foundation they need to develop the skills and experience needed for a successful career in project management. The first five sections discuss a typical project life cycle, and beginning with an introduction to project management in terms of the role it plays in the organization and how a business case drives the process. From this starting point, the various planning and control-oriented techniques described evolve this process through the life cycle from scope development to completion. The final section closes the discussion with a group of more contemporary topics labeled "advanced." These are essential tools that need to be in wide use but are still evolving in practice. Most of the chapters supply sample questions and exercises to help with a review of the material. Each of the authors has extensive real-world experience in her or his respective professional areas with a combined experience of about 100 years. They have selected topics based on their valuation of the tool and its project management value. They present the material in such a way that the concepts can be applied to any project. Once this material is mastered, students will have a good overview regarding the basic planning and control actions required by a project manager. Also, this book will make a great reference guide that can be used by project managers and team members for years to come.

Book excerpt: In the wake of the Exxon Valdez oil spill, a conservation trust helped stabilize and regenerate the damaged area. When bird habitats along the Platte River were threatened by Grayrocks Dam, a similar trust came to their rescue. And if a family wants to protect its land for future generations, establishing a trust may be the best solution. For more than a century, bequests of land and funds for environmental protection have been common, but in recent decades the trusts used to address conservation issues and resolve environmental disputes have diversified and grown significantly. This book examines a variety of conservation organizations built on or close to trust principles—some government creations, some private, some combinations of the two—to explain how conservation trusts are created and how they work. It explores strengths and weaknesses of the trust concept, considers the widespread use of land trusts, and presents case studies that both illustrate successes and give instructive examples of potential pitfalls. Drawing on cases from Maine to Hawaii, the authors examine the different kinds and configurations of trusts. They consider government trusts that blend federal, state, and local agencies into a single entity or that derive funding from outside legislative and executive channels; trusts established by government and private cooperation to share responsibility for jointly held and managed resources; and trusts established by private organizations and families. For each type, they explain why each is created, how it operates, and whether it has been proven effective. They also address the important issue of accountability-and consider when a trust is not the answer to a problem. As more Americans reject federal control of land in favor of local determination, land trusts have become the most popular tool for the preservation of land, habitats, and species. And as the sharing of authority among public, private, and diverse government partners becomes more prevalent, sound guidelines for establishing effective trusts are critical. This book shows how the trust template provides an invaluable approach for future conservation efforts and is a primer for anyone involved in environmental management.

Available in PDF, EPUB and Kindle. Book excerpt: In The Focused Organization Antonio Nieto-Rodriguez shows you how fewer, more effectively elected and managed projects are the key to strategic and long-term success. Using his own research and work experience he explains how and why those organizations that focus on just a few key initiatives can perform significantly better than unfocused organizations, not only financially but also in achieving their strategic objectives and motivating their staff. The author introduces a new way of looking at a company through two very different and often conflicting dimensions: running-the-business and changing-the-business. What you add to one dimension you have to subtract from the other one. Finding the right balance between these two dimensions represents one of the major challenges to successful strategy execution. Becoming a focused organization involves a radical change in the way companies are organized and the way they select and manage projects - the creation of a new culture. The Focused Organization discusses the characteristics that comprise a focused organization. It describes key areas where a focused organization builds its levels of maturity; provides examples of focused organizations that outperform the rest; and explains in practical steps how all enterprises can become focused. The book finishes with a unique and inspiring case study that transports us to the early days of the current business world. Through the main character, Benny White, we learn how a business was conducted and how management evolved over decades with the introduction of business theories, including project management.
