Book excerpt: This report provides a quantitative assessment of progress made towards the sustainable development goal of ending hunger and all forms of malnutrition since 1990. Using a cluster analysis, it categorizes country performance along three dimensions: (1) food security and nutrition outcomes; (2) structural drivers of food security and nutrition; and (3) past and present policy interventions in support of food security and nutrition. Key findings show that much progress has been made towards the goal of ending hunger. Yet, many countries continue to face moderate to high degrees of undernourishment, especially where economies made least progress in transitioning towards high-productivity, modern agriculture and non-farm economic development and where policy stances have been weak in promoting agricultural development, reducing gender inequalities, and improving infrastructure and basic social services. The decline in undernourishment has come with a rise in the prevalence in overweight and obesity. The spread of this form of malnutrition has come with dietary shifts towards the consumption of more animalsourced and processed foods that have accompanied urbanization and income growth. By 2015, the vast majority of countries faced moderate to high prevalence of adult overweight, and this form of malnutrition is also on the rise in countries with still significant rates of child undernourishment. No country in the world is showing declines in the rate of adult overweight.

This study reviews the food security situation and change therein in light of recent developments, including COVID-19. Book excerpt: In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

Undernourished female preschoolers are likely to grow into undernourished young women who are more likely to give birth to babies who are undernourished even before they are born, thus perpetuating the intergenerational transmission of deprivation. This report sheds light on some of the main causes of child malnutrition, projects how many children are likely to be malnourished in the year 2020 given current trends, and identifies priority actions for reducing malnutrition most quickly in the coming decades.
