Book excerpt: Excerpt from Recreation Uses on the National Forests Passing from ancient law in England to present conditions in the United States of America. We find that recreation uses on the National Forests are rapidly increasing, and that they have reached a stage where more definite and systematic provision must be made for them in the plan of administration. In view of this situa tion, the Forester, early in 191 7, commissioned the writer to make an extended examination in the field and to report to him as to existing conditions of recreation, with recommendations of methods and general policies. The present report is based on a five months' field study of existing conditions. Visits were made to all the Forest districts, and to a considerable number of individual Forests. Special attention was naturally given to those regions where recreational developments appear to be most pressing. In this way it was possible to hold extended consultations with Forest officers having supervision of the lands thus used, and also with those private citizens who are using them. Book excerpt: Excerpt from Recreation Opportunities and Problems in the National Forests of the Northern and Intermountain Regions as They Relate to the Development of a Research Program People are becoming increasingly aware of recreation Opportunities in the national forests of the Northern and Intermountain Regions1 (fig. This includes not only the general public, but Congress and national forest administrators as well. Not so long ago recreation was a minor partner in multiple-use management of the national forests. Today, however, it is beginning to receive its full share of emphasis in management decisions. The new emphasis is not because national forest recreation is itself new. Actually, these public lands were something of a playground long before the first white men came, and we have written evidence that at least some of the early settlers took time out from the business of survival to relax on lands that are now national forests. More than a century ago, for example, Utah pioneers drove their wagons up into the mountains to escape the oppressive summer heat of the lower valleys in which they lived. Book excerpt: Excerpt from A National Forestry Research Program The colleges and universities have gradually strengthened their for estry research programs in recent years, particularly the institutions with agricultural experiment stations and forestry schools. This re search is supported mostly by State and other non-federal funds. Some Federal support to forestry research, however, is derived from Department of Agriculture grant funds made available to the States through cooperative programs administered through the Cooperative State Research Service. 13the Forest Service also provides cooperative financing of selected projects at universities to stimulate additional research on projects of joint interest. In the colleges and universities lie substantial Opportunities for future expanded forestry research. Their research potential has as yet barely been realized and they could and should be doing more. The national program recognizes the importance of institutional research. It proposes as a part of the Federal program a strengthening of cc operative research at the colleges and universities. The coordination of research has also been carefully considered as a necessary part of the national program. Coordination 1s achieved in a number of ways. The Department of Agriculture maintains a uniform project system under which all project proposals by research agencies of the Department are reviewed and coordinated. Tech nical advisory committees composed of university, industry, and F cd eral scientists meet regularly to discuss research plans and projects underway. Formally constituted regional research committees plan and do joint research on problems of interest to several States. Special panels of industry representatives are organized periodically to review and coordinate research in a special problem field such as seasoning of wood or glues and gluing: Other committees are fre quently formed to coordinate research on special problems such as pole blight disease research or brush control studies. This t pe of coordinating machinery has been effective m the past. It shou d con tinne as an essential part of future expanded programs of the indus tries, colleges and universities, and the Department of Agriculture.
