As stakeholders demand more accountability, human service organizations are increasingly utilizing performance accountability and performance measurement as a way of demonstrating the efficiency, quality, and effectiveness of their programs. Measuring the Performance of Human Service Programs, Second Edition examines the reasons why performance measurement has become the major method of performance accountability today. In this second edition of their classic work, Martin & Kettner explain in detail how to develop and utilize output, quality, and outcome performance measures in human service programs. Special attention is given to the four types of outcome performance measures: numeric counts, standardized measures, level of functioning (LOF) scales and client satisfaction.

This book was released on 2023-12-13 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on methods of choice in program evaluation. Credible methods choice lies in the assumptions we make about the appropriateness and validity of selected methods and the validity of those assumptions. As evaluators make methodological decisions in various stages of the evaluation process, a number of validity questions arise. Yet unexamined assumptions are a risk to useful evaluation. The first edition of this book discussed the formulation of credible methodological arguments and methods of examining validity assumptions. However, previous publications suggest advantages and disadvantages of using various methods and when to use them. Instead, this book analyzes assumptions underlying actual methodological choices in evaluation studies and how these influence evaluation quality. This analysis is the basis of suggested tools. The second edition extends the review of methodological assumptions to the evaluation of humanitarian assistance. While evaluators of humanitarian action apply conventional research methods and standards, they have to adapt these methods to the challenges and constraints of crisis contexts. For example, the urgency and chaos of humanitarian emergencies makes it hard to obtain program documentation; objectives may be unclear, and early plans may quickly become outdated as the context changes or is clarified. The lack of up-to-date baseline data is not uncommon. Neither is staff turnover. Differences in perspective may intensify and undermine trust. The deviation from ideal circumstances challenges evaluation and calls for methodological innovation. And how do evaluators work with assumptions in non-ideal settings? What tools are most relevant and effective? This revised edition reviews major evaluations of humanitarian action and discusses strategies for working with evaluation assumptions in crises and stable program settings.

This text provides students with both the theoretical understanding and the practical tools to conduct effective evaluations while being rigorous enough for experienced evaluators looking to expand their approach to evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Grants for research centers located in universities, medical centers, and other nonprofit research institutions account for about 9 percent of the National Institutes of Health budget. Centers are popular because they can bring visibility, focus, and increased resources to bear on specific diseases. However, congressional debate in 2001 over proposed legislation directing NIH to set up centers for muscular dystrophy research highlighted several areas of uncertainty about how to decide when centers are an appropriate research mechanism in specific cases. The debate also highlighted a growing trend among patient advocacy groups to regard centers as a key element of every disease research program, regardless of how much is known about the disease in question, the availability of experienced researchers, and other factors. This book examines the criteria and procedures used in deciding whether to establish new specialized research centers. It discusses the future role of centers in light of the growing trend of large-scale research in biomedicine, and it offers recommendations for improving the classification and tracking of center programs, clarifying and improving the decision process and criteria for initiating center programs, resolving the occasional disagreements over the appropriateness of centers, and evaluating the performance of center programs more regularly and systematically.
