Policymakers must keep in mind, however, that the period of expansion for government to cope with the needs of large numbers of youth is short. For efficient plans and programs, there is a need to know not just the number of youths to which the services shall be delivered, but also where they are and who they are. This paper, therefore, presents a profile of the youth. Following UN practice, the youth is defined as the 15 to 24 year age group"--P. 1.
