Book excerpt: Trainers must be prepared to provide traditional training and to help design original training systems that make it possible to build up new professional identities. The existing literature provides a clear view of the demand for training for trainers. Studies are now focusing on ways in which the training supply is meeting this demand. Some problems raised by trainers in basic vocational training are limited autonomy and little opportunity for educational innovation, obstacles to student and teacher mobility among Member States of the European Community, and unattractive career advancement and salaries. Trainers in continuing education who have opportunities for greater initiative and autonomy cite these trends: emergence of a more clearly defined training management function, use of outside services, decrease in relative numbers of full-time trainers in enterprise, decentralization of training, and increasing importance of training needs analysis. Studies suggest distinctions among teachers, full-time trainers, and occasional trainers. Specialists in educational engineering and training engineering and training management specialists and technicians are also emerging. The question is how to envisage the training of trainers in a period of transition between the current destructuring stage and establishment of a new integrating cultural model which entails a genuine change of culture. Other problems are opening up access and increasing use of the supply of training. (YLB)

While the primary focus of debate has been on creating structures of continuous education and training linked to the economic needs of Britain, arguments and movements for wider access to all forms of learning have continued to be made. Drawing on the experience of other European countries as well as Britain, this book addresses the three major themes of the ongoing debates: who participates in what forms of education and training and how can access be widened and increased: the relationship between economic development, education and training; the education and training developed by social movements, and the changes sought in the formal sector of provision.

Book excerpt: The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1998, Education and training in the European Union is a policy area aiming to enable young people to experience the ‘reality of Europe’ through various forms of cooperation, including training periods in firms in other member states, university courses in the Community countries and exchanges. This book examines why the Community decided to take actions in the field of education and training, what the extent of this involvement is, and how the future may affect EU decisions on education and training. It argues that the logic of the EU involvement in education and training derives from both economic and political considerations; that the extent of this involvement has not so far been very significant but is growing; and that the pace of political integration will ultimately condition the Community’s competence in the field of education and training.

Book excerpt: This report assesses the current situation regarding vocational training in Central and Eastern Europe and suggests projects and working methods that would be consistent with the mission of the Commission of the European Communities' European Training Foundation. Sections 1 through 4 focus on the following: the existing system's inability to train individuals to become instruments of political, economic, and social change and for training workers and to cope with unemployment and economic upheaval resulting from political reform; the necessity of international aid to reform vocational training in Central and Eastern Europe; key issues in global action to define strategies and build a new system in Central and Eastern Europe; and principles and themes that Western countries must observe when sharing their training expertise with Central and Eastern Europe. Chapter 5, which deals with the mission, working program, and methods of the European Training Foundation, proposes that the foundation act as an effective resource center/clearinghouse, use local expertise, and give priority support to integrated projects designed to help establish a vocational training system, support the creation of the instruments/resources needed for a rational training policy, and train vocational policymakers and practitioners. Book excerpt: This document contains four papers examining trends in the development of training and the role of innovation as a transferable practice. "Review of the Issue" (Anne de Blignieres-Legeraud) examines the vocational training systems of Portugal and France to identify how changes in training systems have affected trainer profiles and how transfer of innovations can be organized to benefit the European Community. "Training of Trainers in a Changing Socioeconomic Context" (Eduardo Augusto Peres Fonesca) considers the impact of globalization on innovation and experiment in the training of trainers and training services' use of multimedia technology. "New Media and Changes in the Professional Role of the Trainer" (Pol Debaty) reports on a study that examined five hypotheses regarding the new roles of trainers faced with the advances in information technology that have affected the field of training during the past 10 years. "Criteria and Parameters for the Identification of Innovation in the Field of New Technologies Applied to Education and Learning" (Anne de Blignieres-Legeraud) discusses a study conducted to develop a working frame of analysis that can be applied to training projects that use new technologies and that appear to be "transferable innovations" at the European level. Two papers contain substantial bibliographies. (MN)

Book excerpt: The guiding principles are a contribution of the European Commission, Cedefop and the thematic working group on professional development of trainers in VET to the objective set in the Bruges communiqué of collecting good practice and developing guiding principles on changing roles, competences and professional development of VET teachers and trainers (Council of the European Union; European Commission, 2010). The guiding principles give policy pointers on how to support VET trainers in companies in developing their competences. They are addressed to education and training policy- and decision-makers, illustrated by concrete examples of practice from Member States. These can be further translated into actions for all stakeholders, depending on national situations and contexts.
