Book excerpt: The management of irrigation systems is context-dependent, socially constructed, and technically uncertain. An example of complex social-ecological systems, irrigation deals with both the ecosystem uncertainty and the implementation of new technological systems and water management options. Issues to be addressed by irrigation systems at the global scale include: water productivity and food security, field operation and maintenance, spate irrigation in climate change scenarios, and vulnerability of environmental resources. This book provides examples of some of the current challenges faced by irrigation systems from technical and social perspectives. The book offers an easy-to-follow format focused on different case studies combining evidence-based solutions for increasing resilience and reducing vulnerability of irrigation systems in semi-arid and arid regions across the world.

Book excerpt: This book addresses strategies for food security and sustainable agriculture in developing economies. The book focuses primarily on India, a fast developing economy, whose natural resource base comprising land and water supporting agricultural production is not only under enormous stress, but also complex and not amenable to a uniform strategy. It critically reviews issues which continue to dominate the debate on water management for agricultural and food production. The book examines the validity of the claim that large water resources projects cause serious social and environmental damages using global and national datasets. The authors examine claims that the future of Indian agriculture is in rain-fed farming supported by small water harvesting. They question whether water-abundant eastern India could become the granary of India, through a groundwater revolution with the right policy inputs. In the process, they look at the less researched aspect of the food security challenge, which is land scarcity in eastern India. The book analyzes the physical, economic and social impacts of large-scale adoption of micro irrigation systems, using a farming system approach for north Gujarat. Through an economic valuation of the multiple use benefits from tank systems in western Orissa, it shows how value of water from large public irrigation systems could be enhanced. The book also looks at the reasons for the limited success in bringing about the much needed institutional reforms in canal irrigation for securing higher productivity and equity using case studies of Gujarat, Madhya Pradesh and Maharashtra. Finally it addresses how other countries in the developing world, particularly Sub-Saharan Africa could learn from Indian experience.

Book excerpt: This volume, number 15 in the Studies in Water Policy and Management Series and joins two other volumes (8 and 10) that collectively summarize a significant part of the post-World War II experience of Western experts and donors with the development and management of irrigation in Third World countries. The evolution of understanding of Third World irrigation issues has been toward a greater appreciation of the potential for augmenting traditional production and water allocation systems with improved institutional arrangements for achieving allocative efficiency and equity. The need for local inputs for planning, system operation, and system maintenance is now widely recognized, as is the need for providing proper motivation for system administrators. The authors of this volume offer improved conceptual frameworks and analytic techniques applied to specific country and regional problems in hopes of edifying future experts and donors.

Book excerpt: As we enter an era of increasing water scarcity, there is a growing interest to find ways to capture and put water to more productive uses. Substantial increases in the productivity of water in agriculture are needed to meet the demands for food and ensure environmental security, and to satisfy the demands for non-agricultural uses. However, increasing water productivity in rice-dominated agriculture is a function of the irrigation infrastructure, advances in rice-plant breeding, and the physical, institutional and socioeconomic environments. This paper first describes the potential ways in which increased water productivity can be achieved in the context of rice production in Asia. It then illustrates the ways in which the differences in the environmental context affect the ability to increase water productivity, the approaches used and the incentives to do so. This is explained using two ‘case studies’ reflecting the experiences of Taiwan and the Philippines over the past half-century.

Book excerpt: First title in a major new seriesAddresses improving water productivity to relieve problems of scarcity and competition to provide for food and environmental securityDraws from scientists having a multitude of disciplines to approach this important problemIn a large number of developing countries, policy makers and researchers are increasingly aware of the conflicting demands on water, and look at agriculture to be more effective in its use of water. Focusing on both irrigated and rain-fed agriculture, this book gives a state of the art review of the limits and opportunities for improving water productivity in crop production. It demonstrates how efficiency of water use can be enhanced to maximize yields. The book represents the first in a new series of volumes resulting from the Comprehensive Assessment of Water Management in Agriculture, a research program conducted by the CGIAR's Future Harvest Centres, the Food and Agriculture Organization of the United Nations and partners worldwide. It will be of significant interest to those working in areas of soil and crop science, water management, irrigation, and development studies.
