Book excerpt: In agriculture, uncertainty permeates almost all types of decisions, a fact that greatly complicates the process by which choices are made. This study develops a method that combines fertilization-response data with preferences of decision makers, to help research and extension workers improve their fertilizer-application recommendations. To prescribe preferred fertilizer practices tailored to the risk preferences of individual decision makers, this study adopted two objectives: (1) to estimate risk aversion coefficients for corn farmers in the Cerrado region of Brazil and to relate them to socio-economic variables, and (2) to measure how farmers' attitudes toward risk influence their adoption of alternative corn-production techniques. To achieve the first objective, regression and discriminant analyses were employed to relate the measures of absolute risk-aversion coefficients, measured for 114 farmers in the Cerrado region, to selected socioeconomic variables, and to classify the farmers into different groups, based on their attitudes toward risk. The results showed that there seems to be a strong relationship between risk attitudes and socioeconomic variables such as age, educational level, family size, size of farm, income, and sources of information, and that different tenure arrangements may reveal different attitudes toward risk. A significant percentage of the individuals studied displayed risk preferences at least for the situation analyzed. To achieve the second objective, physical relationships, including the corn-response production function and the phosphorus carry-over fuction, were analyzed together with randomly generated weather patterns. A Monte Carlo program then was used to construct a large number of strategies that were evaluated by choice criterion stochastic dominance with respect to a function. This criterion provided sets of efficient choices for each class of decision makers. Model results indicated that the introduction of farmers' preferences in the form of risk-aversion measures has an important influence on decision-making choices. Highly risk-averse farmers, for example, tend to make use of strategies that produce, in general, lower expected returns and lower probability of losses. This indicates that one should recommend strategies efficiently tailored to each class of decision makers.

Finally, the third essay examines the production risk and the choices of fertilizer application rates by Florida potato producers. Nitrogen fertilizer is commonly used as a strategy to manage production risks; however, excessive nitrogen application has the potential to impact surface water quality. Using county-level data, the study explores the economically optimal nitrogen fertilizer rate by explicitly considering the production risks and producers\U+2019\ risk perceptions. The results show that no single fertilizer BMP can be recommended for all growers and all market conditions. Overall, the three essays contribute to the economic literature on agricultural risk management, and generate information to assist agricultural producers and policy makers.

Much of the uncertainty faced by agricultural producers cannot be controlled by the producer, but can be managed. Several risk management programs are available in the U.S. to help manage uncertainties in agricultural production, marketing, and finance. This study focuses on the farm level economic implications of the federal risk management programs. In particular, the effects of the federal risk management programs on investment, production, and contract design are investigated. The dissertation is comprised of three essays. The unifying theme of these essays is the economic analysis of crop insurance programs. The first essay examines the effects of revenue insurance on the entry and exit thresholds of table grape producers using a real option approach. The results show that revenue insurance decreases the entry and exit thresholds compared with no revenue insurance, thus increasing the investment and current farming operation. If the policy goal is to induce more farmers in grape farming, the insurance policy with a high coverage level and high subsidy rate is effective. In the second essay, a mathematical programming model is used to examine the effects of federal risk management programs on optimal nitrogen fertilizer use and land allocation simultaneously. Current insurance programs and the Marketing Loan Program increase the optimal fertilizer rate 2% and increase the optimal cotton acreage119-130% in a Texas cotton-sorghum system. Assuming nitrogen is harmful to the environment and cotton requires higher nitrogen use, these risk management programs counteract federal environmental programs. The third essay uses a principal-agent model to examine the optimal contract design that induces the best effort from the farmer when crop insurance is purchased. With the introduction of crop insurance, the investor's optimal equity financing contract requires that the farmer bear more risk in order to have the incentive to work hard, which is achieved by increasing variable compensation and decreasing fixed compensation.

However, some have criticized the use of inorganic fertilizers, claiming that the water-soluble nitrogen doesn't provide for the long-term needs of the plant and creates water pollution.
