Book excerpt: In today's rapidly changing world a constant renewal of knowledge and skills in every human endeavour can be observed. The characteristics of workers and the jobs that they perform have been attended by technological, social, and political change on a global scale. New forms of employment have made work more mobile to an extent never experienced before. An increasing proportion of workers no longer need come to their employer's job site in order to do their work. The instability of employment is creating a new breed of workers who know how to move efficiently from one job to another. As a consequence workers need flexible qualifications to perform jobs. Key qualifications are the answer! Key qualifications provide the key to rapid and effective acquisition of new knowledge and skills. First, qualifications enable workers to react effectively to, and exercise initiative in, changes to their work. Second, qualifications enable workers to shape their own career in a time of diminishing job security, nowadays frequently defined as `employability'.

Book excerpt: The last decade has given rise to a strong public discourse in most highly industrialized economies about the importance of a skilled workforce as a key response to the competitive dynamic fostered by economic globalisation. The challenge for different training regimes is twofold: attracting young people into the vocational training system while continuing to train workers already in employment. Yet, on the whole, most countries and their training systems have failed to reach those goals. How can we explain this contradiction? Why is vocational training seen to be an "old" institution? Why does vocational training not seem to be easily adapted to the realities of the 21st century? This book seeks to respond to these important questions. It does so through an in-depth comparative analysis of the vocational training systems in ten different countries: Australia, Canada, Denmark, France, Germany, Korea, Mexico, Morocco, the United Kingdom and the USA.

Book excerpt: This open access book presents contemporary perspectives on the role of a learning society from the lens of leading practitioners, experts from universities, governments, and industry leaders. The think pieces argue for a learning society as a major driver of change with far-reaching influence on learning to serve the needs of economies and societies. The book is a testimonial to the importance of ‘learning communities.’ It highlights the pivotal role that can be played by non-traditional actors such as city and urban planners, citizens, transport professionals, and technology companies. This collection seeks to contribute to the discourse on strengthening the fabric of a learning society crucial for future economic and social development, particularly in the aftermath of the coronavirus disease.

Book excerpt: Many middle-income countries (MICs) that saw rapid growth in the 1990s and 2000s have been facing the danger of remaining in the 'middle-income trap' unless they shift from labour-intensive, low value-added production to higher value-added activities that require more advanced skills. Intermediate skills and vocational education and training (VET) systems that generate these skills are critical for addressing the challenges for MICs in achieving high-road development. This book examines the skill systems in Mexico and Turkey, with a focus on auto parts producers, and the implications of these systems for these countries' development. It adopts a multi-layered understanding of the term 'skill system', which comprises firm-level hiring and training practices as well as the national and global dynamics that influence these practices. Drawing on discussions around globalization and the convergence of economic activity vs. national institutions and divergence, as well as interviews with auto parts producers and stakeholders of the skill systems, the book examines how the participation of local firms in global supply chains and these firms' institutional environment affect the firm-level skilling practices. It highlights key differences in the role of the state in the skills systems of Mexico and Turkey and investigates the implications of skilling practices for the high/low-road development prospects of both nations.
