Available in PDF, EPUB and Kindle. Book excerpt: This report is a guidebook to help airports understand renewable energy opportunities. The report includes instructions and tools to evaluate proposed renewable energy projects and their alternatives so that an informed decision that maximizes financial, self-sustainability, environmental, and social benefits can be reached. The report lays out what a business case is, why renewable energy is important, and what a business case for renewable energy looks like. It describes the importance of identifying the project objective and understanding how renewable energy might fit into an airport’s vision. A decision-making matrix is included that contains criteria used to evaluate a renewable energy project with a system for weighting each factor based on an airport’s particular objectives. The report presents a business case in the context of an airport’s typical master planning and capital improvement planning processes including engagement of key stakeholders. The report provides a model business case that evaluates a solar photovoltaic facility, a fossil fuel generator, and a fuel cell as options for providing on-site electricity generation to improve an airport’s energy stability and resiliency. It also includes examples of renewable energy business cases from both aviation and non-aviation organizations to highlight lessons learned. A sample request for proposals and a sample power purchase agreement are provided for project implementation. A CD-ROM (CRP-CD-177) provides supplemental information.

Book excerpt: The Distributed Functions of Emergency Management and Homeland Security outlines the roles and responsibilities of various individuals and agencies involved in homeland security and all aspects of emergency management. Each chapter focuses on the practical and applied aspects of a range of public servants in various departments and the organizations that they represent. Rather than presenting a theoretical exploration alone, the book examines the practical knowledge and hands-on skills related to various functions and how their decisions and actions play into the larger framework of safety and security —in the public, private and nonprofit sectors. Every professional has a unique and integral part to play in fulfilling their roles and obligations, whether it be in relation to prevention, mitigation, preparedness, response or recovery operations. Personnel that frequently come to mind in such scenarios include emergency managers, geographers and land-use planners, EMTs and paramedics, fire fighters, police officers, public health officials, nurses, public administrators, and public information officers. And while these individuals are integral to homeland security and emergency management, there are other professionals that also perform essential duties that—while they aren’t first-to-mind—are vital to efforts relating to terrorism and disasters; this includes pilots in the aviation sector, the military, attorneys, psychologists, and forensic professionals serving in pathology, DNA, and dentistry roles. Chapters provide a holistic rendering of the homeland security and emergency management landscape to present all these various professional capabilities and contributions. This includes how current functions are coordinated as well as how future efforts might change relative to a more proactive, all-hazards and holistic approach. As such, the book will be a useful resource for students and practitioners to understand the dynamic professions—and various disciplines and fields—that impact disaster and terrorism preparedness and response capabilities.

Available in PDF, EPUB and Kindle. Book excerpt: The emphasis here is to explore the key issues influencing the culture, strategies and management operations of professional practices. The focus is upon established practices from growing ones to large international firms in the built environment. A key aim of the book is to promote aspects of management by function and activities, with discipline acting as context rather than the primary focus. The book is structured into sections around 3 main themes: managing the organisation; and managing specific issues that affect operations, and a third section reflects upon management from practitioner experience. Section I: 'Managing the organisation' looks at how the history of the firm creates both opportunities and rigidities for developing the practice, in terms of culture and market position, strategies and implementation, financial, marketing and HR management. Section II: 'Managing specific strategic and tactical issues' looks at how these affect approaches a discipline and operational processes in practices. These issues compliment those covered in Section I. Section III: 'Reflecting on practice' covers experience of those in practice and top practitioners detail how they are addressing key issues in their practice and for their discipline. Each chapter by a practitioner has a postscript from academic authors to make links back to research on theory and application. Addresses the key issues facing practice managers Collects latest research from leading academics Offers comment on current practice from top practitioners

This book was released on 2009-04-28 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, central government spent over £12 billion on service contracts, primarily in the areas of information and communication technology, facilities management and business process outsourcing, and an estimated £240 million on managing these contracts. In most cases central government monitors the performance of its suppliers, but it makes limited use of financial incentives to encourage suppliers to improve performance and does not always apply financial penalties where suppliers under-performed. Testing of value for money of ongoing services and contract changes is variable. Planning and governance is one of the weaker areas of contract management. Less than half the organisations surveyed had an individual with overall responsibility for contract management, and there was no documented plan for managing 28 per cent of contracts. In addition, many contracts do not have in place some or all of the elements of good practice risk management. No commercial director/head of procurement rated the level of resources allocated to the management of their major contracts as 'good', and 22 per cent of contract managers considered they did not have time to perform their responsibilities well. Most contract managers had undertaken relevant training, although 60 per cent of organisations did not provide a structured training programme for their staff. The Office of Government Commerce is to issue further guidance on contract management in April 2009, building on the good practice framework it published jointly with the National Audit Office, and it is working to improve the provision of training on contract management. It is also extending its monitoring of major suppliers to government, and is reviewing recent examples of service failure where contractors failed to perform to identify lessons for the future.
