We do not examine this literature here because we have elsewhere reviewed it in detail 1 and because, for the most part, these studies have been confined to ex post data. Discussions of the strategies which subjects used to direct their ex ante evaluations of risks and returns have either been omitted or else have been only indirectly inferred from ex post data. In addition, with few exceptions, this literature does not attempt to ascertain the meanings that might have been assigned by subjects to terms like "risk" and/or the "returns" with which they have been concerned. Even fewer of these studies have attempted to ascertain how the subjects implemented their definitions en of prospective strategies. Thus, tius literature may route to arriving at evaluations best be regarded as bearing only indirect relations to the present study which is concerned not only with the meanings assigned to terms like "risk" and "return" but also with how these terms are used in arriving at risk and return evaluations of proposed strategies as well as how they are measured and used, on an ex ante basis en route to seeing how these evaluations match with ex post performance. Book excerpt: The Fourth International MCDM Conference follows a tradition that began with an exploratory gathering at the University of South Carolina in 1973. The First International Conference was held in Jouy-en-Josas in 1975. The second and third were held in Buffalo (1977) and KOnigswinter (1979). We are grateful to the Office of Naval Research for years of advice and funding, and to Springer-Verlag for providing a widely dispersed series of proceedings volumes. In the case of the Delaware Conference we gratefully acknowledge new support from the corporate sector, coordinated by the University of Delaware's Development Office. Now that I have attended to the formal recognitions, I wish to place my recollection of the human side of the conference into the record. This is justi fiable because multiple criteria problem solving has been nurtured by a close-knit group of people whose interactions are not fully captured by the standard journal format. This was the conference in which an animated discussion between Dave,Bell and Paul Schoemaker caused Mathilde Stephenson to stand up and say, "Don't stop it; this is the best part of the conference. " Another sort of moment occurred when Lucas Pun was asked to explain a certain Chinese character in one of his transpar encies. He replied, "No alcohol allowed. " From Erick Duesing, speaking with an historical perspective, we had the insight that multiple criteria methods lan guished because "McCarthyism had made planning suspect.

There has since indeed been so much research and publication that we have become increasingly alarmed by the galloping proliferation of scientific information produced in relation to the user's ability to retrieve and consume it effectively, conveniently and creatively. In 1948, to deal with this concern, the Royal Society Scientific Infor 1 mation Conference held in London spanned the whole realm of scientific in formation. Sir Robert Robinson, President of the Royal Society, in his open ing address noted that "the study of scientific information services in all its ramifications has enormous scope", and the London conference dealt with scientific publication, format, editorial policy, subject grouping, organiza tion, abstracting, reviews, classification, indexing and training of infor mation officers. It was about this time that information science began to develop more on the retrieval end, so it seems logical that the first editors' group founded in 1949 was ICSU AB, the International Council of Scientific Unions Abstract ing Board. In 1958 the National Academy of Sciences International Conference of 2 Scientific Information in Washington limited its interests and expanded on the later phases of the life cycle of information - storage and retrieval.
