Book excerpt: Issues like clearcutting, wilderness preservation, and economic development have dominated debates over public lands for years, yet we seem no closer to resolving these matters than we ever were. Martin Nie now looks at why there continues to be so much conflict about public lands and resource management-and how we can break through these impasses. Showing that such conflicts have been driven by interrelated factors ranging from scarcity to mistrust and politics, he charts the present status and future prospects of public lands management in America. Nie looks closely at two of today's most intractable conflicts: the designation of U.S. Forest Service roadless areas and management of the Tongass National Forest in Alaska. He uses these cases to investigate more inclusive issues about governing federal lands in the West, such as the contested use of science and litigation, lengthy planning processes, and controversial practices of Congress and the president in managing environmental disputes. Along the way, he addresses such other conflict areas as snowmobiles in Yellowstone, bear and wolf protection, fire and forest health, drilling in Montana's Rocky Mountain Front, and federal grazing policy. Nie emphasizes the complicated and often contentious interaction between the branches of the federal government as a major factor in misunderstandings. He particularly cites the problem of vague statutory language, which tells our public land agencies little about what they should be doing but lots about how they should be doing it. Nie reexamines this confusing body of law and policy, in which the rulemaking process wags the dog and agencies are caught in political quagmires, to show how the pieces fit-but more often don't. Throughout the book, Nie considers the factors that make some public land conflicts so controversial, revisits how they have been dealt with in the past, and proposes ways they might be better managed in the future. Eschewing the single-policy approach to public lands management-such as encouraging free markets-he instead surveys a diverse array of other available options. His big-picture outlook for the twenty-first century is a bold call for reshaping ongoing conflicts-and for reinvesting in our public lands.

The objectives of this study were to understand the process and definition of innovation in the forest products industry, identify the constraints on innovative activities, identify resources that would improve innovation in forest products companies, compare the innovation environments in Alaska and Oregon, and provide a benchmark study for innovation in the forest products industry.??This study revealed that there are several aspects of innovation in the forest products industry. In addition, the innovation process is a combination of semiformal development stages, trial and error, intuition, and luck. A variety of factors constrained companies from being more innovative, including government regulations, shipping and labor costs, lack of cash flow, raw material characteristics, marketing expertise, and raw material supply. There do not appear to be any resources that would be helpful to forest products companies, at least none that the interviewed companies could recommend. Offering companies the chance to exchange ideas and network is the most valuable resource available.??The innovation environments in Alaska and Oregon are somewhat similar yet different in the marketing tactics employed and the techniques used to obtain market information.??Furthermore, the type of innovation projects that each region focuses on differs, as does the actual process used to develop innovations. Future research should focus on completing a quantitative component to this study, developing short courses or 1-day seminars, identifying factors that contribute to innovation success and failure, investigating why the forest products industry is not innovative by nature, and exploring the external acquisition of innovation in the forest products industry.

Book excerpt: The inadequate transportation infrastructure and undeveloped markets for sawmill residues in southeast Alaska are among the factors that limit the use of this forest resource. This study considers the potential use of sawmill residues to supply two bioenergy systems that would produce thermal energy for (1) community heating and (2) a lumber dry kiln in Hoonah, Alaska. The proposed community heating system would be a direct combustion system, burning approximately 1,450 green tons (1.315 green metric kilotons) of wood fuel per year to provide heating for seven centrally located buildings in Hoonah. Additional sawmill residues would be used in another system to provide process heat for a proposed 25,000 board foot (41.3 m3) dry kiln. The Hoonah sawmill typically produces as much as 5 million board feet (8,255 m3) of lumber per year, primarily from western hemlock and Sitka spruce. The processing of this amount of lumber would result in an adequate volume of residue to provide a fuel source for the heating requirements of the proposed projects. Wood residue from the sawmill is assumed to be available at no cost other than for transportation. Use of wood fuel for community heating would save an estimated 65,000 gallons (2.47 kL) of heating oil per year. Avoided fuel costs would be approximately $91,500 per year based on No. 2 fuel oil at a market price of $1.40 per gallon ($0.37 per liter). Based on a project life of 25 years and a contingency rate of 25%, the expected after-tax internal rate of return (IRR) for the community heating portion of the project is 29.6%. Total installed costs for the 1,195,000 Btu/h (350 kWthermal) community heating system, including distribution piping and its installation and backup oil systems, are estimated to be $631,000. For the lumber dry kiln, in the second heat-generating system, economic results were less favorable, with expected energy savings of $82,900 per year and an after-tax IRR of 24.1% (also assuming 25% contingency). Estimated installed cost of the 1,536,000 Btu/h (450 kWthermal) dry kiln system with a backup oil system is $513,800.

We conducted an email survey in 2003 to obtain data on NTFP management activities on national forests across the country. Program characteristics examined in the study included important NTFPs managed on national forests, presence of NTFP coordinators and law enforcement programs on ranger districts, incorporation of NTFPs into forest planning documents, presence of NTFP inventory and monitoring programs, managers views on barriers to and opportunities for including NTFP harvesters in NTFP inventory and monitoring efforts, and managers perceptions of barriers to expanding commercial NTFP harvesting. The data indicate that the agency is constructing a foundation for scientific NTFP management. The study identifies lack of funding and internal administrative capacity as key barriers to adequate incorporation of NTFPs in Forest Service planning, inventory, and monitoring.

Section 5 provides a synthesis of the information and proposes a framework for developing a management regime. The appendix contains a matrix showing the characteristics of six categories of NTFPs (mushrooms, floral & greenery products, wild fruit & vegetables, landscaping transplants, craft products, and medicinal & pharmaceutical products).
