Book excerpt: Infant/child mortality data might be appropriate for describing the well-being of households, as it can be used to estimate differences between socioeconomic groups and to analyze correlates of mortality. A well-defined mortality rate is specific to a particular age interval and time period and requires information on the number of deaths, by age, during a defined time period and the population at risk, by age, during the same time period. Accurate information of this sort is difficult to obtain. This report reviews three possible methodologies for estimating mortality rates, and identifies the strengths and weaknesses of each. The specifics of data collection and techniques for transforming the collected data into mortality estimates are given. The three techniques are: (i) direct estimation with reference period data; (ii) indirect estimation with childhood survivorship data; and (iii) indirect estimation with reference period data. Analysis of the data is based on mortality differentials and multivariate analysis, which produce two quite different sets of issues.

Book excerpt: In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.

This paper gives a history of LSMS and shows general trends that emerged in studies for which LSMS data are available: (a) most of the poor are in rural areas; (b) most of the poor are in households in which the head works in agriculture; and (c) the heads of poor households have low levels of education. Selected results of studies on the persistence of poverty, the effects on the poor, structural adjustment, food stamps and food subsidies, and raising user fees for health care and education are presented.

The underlying thesis is that changes in health policy and improved outcomes depend on the the demand for health services and on institutional incentives that drive health care system performance.

Book excerpt: This paper estimates reduced form equations, derived from an economic model of household production, to analyze the level of household and community level variables on child nutrition in rural Cote d'Ivoire. Of particular concern are the contributions made by parental education, household wealth, and community characteristics, some of which are manipulable by government policy. The results show that both a mother's and a father's education have positive effects on weight for height, and that the mothers education has positive effects (though not precisely estimated) on height. The impact of community characteristics is strong. Of these, local wage rates, the health environment and the quality of health infrastructure seem to matter most. Unobserved household level factors are shown to be quite important, which suggests the need to account for them in an explicit way. In addition, there seem to be strong effects of intrahousehold distribution, particularly for children of household heads and their senior wives.
