To assist in the payment, an Utility Housing Allowance (UHA) would be provided to residents based on the average consumption of local Private Sector Housing (PSH) residents. The goal of this thesis is to determine if implementing an UHA would reduce the overall energy consumption in NFH. Specifically, it determines the historical usage of electricity and gas in the Naval Postgraduate School's La Mesa housing village (LMV) area and the local PSH areas. It then develops forecasting models for both areas to predict the future consumption of utilities, sets a baseline consumption rate for LMV residents, and identifies the savings that would be generated from implementing the UHA program. After validating the forecasting models and comparing costs under the UHA concept, this study concludes that the UHA concept would save approximately $268,300 annually at LMV alone. Additionally, in meeting the Navy's Year 2005 goal of reducing energy consumption by 30% per square foot, by implementing an UHA concept, the projected savings in LMV alone are approximately 50% per square foot/month. Although the study focuses on LMV, it is assumed that similar energy inefficiencies are being demonstrated in other NFH areas. Therefore, this study provides the necessary steps to conduct comparative analysis in other NFH areas.

Specifically, it determines the historical usage of water in the Naval Postgraduate School's La Mesa Housing Village (LMV) area and the local PSH areas. It then develops forecasting models for both areas to predict the future consumption of water, sets a baseline consumption rate for LMV residents, and identifies the savings that would be generated from implementing the WA program. After validating the forecasting models and comparing costs under the WA concept, this study concludes that the WA concept would save approximately $18,355 annually at LMV alone. Although, the WA concept does not meet the Navy's goal of identifying and implementing by 2005 all life cycle cost effective water conservation measures with a payback period of less than 10 years, it does recoup the initial metering cost of $237,200 in 12.7 years. By implementing a WA concept, the projected savings in LMV alone are approximately 6.1% per person per day. Although the study focuses on LMV, it is assumed that similar water consumption inefficiencies are being demonstrated in other GOH areas.

Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

In the first chapter, Richard Zeckbauser and Murray Horn develop a wide-ranging theoretical framework for assessing the capabilities and role of state-owned enterprises; it provides a foundation for the analyses that follow. In The Control and Perfonnance o[ State-Owned Enterprises , they describe state-owned enterprises as an extreme case of the separation of ownership and control. The focus is on management --the incentives it faces and the conflicts to which it is subjected. The distinguishing characteristics of public enterprise, the authors suggest, give it a comparative advantage over both public bureaucracy and private enterprise in certain situations. They argue that legislators are more likely to prefer SOEs over private enterprise when the efficiency of private enterprise is undermined by regulation or the tbreat of opportunistic state action, when the informational demands of subsidizing private production to meet distributional objectives are high, when it is difficult to assign property rights, or when state ownership is ideologically appealing. These considerations suggest why SOEs are usually assigned special rights and responsibilities, and they help explain observed regularities in the distribution of SOEs across countries and sectors. Zeckhauser and Horn apply principal-agent theory to identify the key factors underlying the performance of state-owned enterprises.
