Book excerpt: This book illustrates the role that Private Security Companies (PSC) with ‘Chinese characteristics’ play in protecting people and property associated with the Belt and Road Initiative (BRI). The revival of the ancient Silk Road economic “belt,” combined with the 21st Century sea lanes of communication known as the “road,” is intended to enhance global connectivity and increase commercial activity. However, the socio-political risks associated with Chinese outbound direct investments are often overlooked. Terrorism, separatism, kidnapping and other risks are mostly new to Chinese companies, some of which are operating abroad for the first time. Economic globalization and the transnational exploitation of natural resources have increased the need for Chinese-owned PSCs in spite of the disdain for the profession of “a lance for hire.” Due to peculiar geo-strategic and geo-economic features, the “belt” from Central Asia to Pakistan and the “road” from the Somali coast to the Strait of Malacca are characterized by a high level of insecurity. This book’s focus on how the state’s monopoly of force privatization can play a significant role in protecting the New Silk Road will be of interest to policymakers, journalists, and academics.

By befriending and enlisting desert Arabs, he was able to penetrate deep into German territory without being detected - over the next year, 'Popski's Private Army' carried out a series of raids behind the German lines that were truly spectacular. A bestseller when it was first published in 1950, POPSKI'S PRIVATE ARMY is a classic account of the war in the desert, and later in Italy, as seen through the eyes of a maverick soldier, hailed as the Second World War's answer to T.E. Lawrence.

Book excerpt: Mercenaries have been active in battle from the beginning of military history and, as private armies and military support firms, they are a major component of warfare today. Security, military advice, training, logistics support, policing, technological expertise, intelligence, transportation—all are outsourced to a greater or lesser degree in the U.S. military. However, privatization is not a uniquely American phenomenon. Countries as diverse as Saudi Arabia and Australia rely on privatization in one form or another. Historically, heads of state, politicians, and other administrators have justified use of mercenaries on the basis of their effectiveness, and cost-savings. These reasons and others continue to serve as rationales for use of private military companies in military strategy. Mercenaries: A Guide to Private Armies and Private Military Companies provides a comprehensive survey and guide to mercenary forces, entrepreneurs, and corporations active on the international military scene today, including a concise history of mercenaries and private armies on land, sea, and in the air. Narrative chapters are amply supplemented by sidebars including biographies of major figures, key statistics, historical and current documents, contracts, and legislation on private armies and outsourced military services. Each chapter includes a bibliography of books, journal articles, and web sites, and a general bibliography concludes the entire work.

Those who assume they are cheap imitations of national armed forces invite disaster because for-profit warriors are a wholly different genus and species of fighter. Private military companies such as the Wagner Group are more like heavily armed multinational corporations than the Marine Corps. Their employees are recruited from different countries, and profitability is everything. Patriotism is unimportant, and sometimes a liability. Unsurprisingly, mercenaries do not fight conventionally, and traditional war strategies used against them may backfire.

Book excerpt: The past two decades have witnessed the rapid proliferation of private military and security companies (PMSCs) in armed conflicts around the world, with PMSCs participating in, for example, offensive combat, prisoner interrogation and the provision of advice and training. The extensive outsourcing of military and security activities has challenged conventional conceptions of the state as the primary holder of coercive power and raised concerns about the reduction in state control over the use of violence. Hannah Tonkin critically analyses the international obligations on three key states - the hiring state, the home state and the host state of a PMSC - and identifies the circumstances in which PMSC misconduct may give rise to state responsibility. This analysis will facilitate the assessment of state responsibility in cases of PMSC misconduct and set standards to guide states in developing their domestic laws and policies on private security.

Book excerpt: Sulphur Springs native Frank Webster Pearce was a soldier in Texas' own 36th Infantry Division and the 111th Engineer Combat Battalion. The Division's story has been told before, but never from start to finish by a combat engineer, whose footprints stirred the sands of three invasion beaches, wallowed through the mud, and trudged in the snow of every battle. From training in the United States to the war's end in Austria, Pearce chronicled it all.. With the combination of diary, numerous letters home, and official division reports, this is the most complete look ever produced on the 111th Engineers and their war against Hitler's Germany. This is a primary account written daily as the events unfolded. It was the war years. Here you find out how to properly bury a man in the water soaked Italian soil, a fool proof way to smuggle liquor from the US to the soldiers overseas, the foul stench of death reeking across the battlefield, and the beauty of exploding artillery shells in the night sky. These are his thoughts and letters as he wrote them--raw and unfiltered.

Book excerpt: This national bestseller is a dramatic insider account of the world of private military contracting. Armored cars, burner phones, top-notch weaponry and top-secret missions -- this is the life of today's private military contractor. Like author Simon Chase, many PMCs were once the world's top military operatives, and since retiring from outfits like US Navy SEAL TEAM Six and the UK's Special Boat Service, they have devoted their lives to executing sensitive and hazardous missions overseas. Working at the request of U.S. and British government entities as well as for private clients, he takes on jobs that require "zero footprint," with no trace of their actions left behind. Chase delivers firsthand accounts of tracking Bin Laden in Afghanistan and being one of the first responders after the attack on the U.S. Consulate in Benghazi. We see his teams defuse terrorist bombs, guard dignitaries, and protect convoys traveling through perilous territory -- and then there are the really big jobs: top-secret "zero footprint" missions that include searching for High Value Targets and setting up arms shipping networks. The missions in Zero Footprint will shock readers, but so will the personal dangers. Chase and the men he works with operate without government backup or air rescue. If they die serving their country, they remain anonymous. There are no military honors or benefits. Contractors like Simon Chase are the unsung heroes in the war against terrorism, a strong, but largely invisible force -- until now.

Available in PDF, EPUB and Kindle. Book excerpt: This book’s primary concern is the application of International Humanitarian Law and International Human Rights Law in addressing the business conduct of Private Military and Security Companies (PMSCs) during armed conflicts, as well as state responsibility for human rights violations and current attempts at international regulation. The book discusses four interconnected themes. First, it differentiates private contractors from mercenaries, presenting an historical overview of private violence. Second, it situates PMSCs’ employees under the legal status of civilian or combatant in accordance with the Third and Fourth Geneva Conventions of 1949. It then investigates the existing law on state responsibility and what sort of responsibility companies and their employees can face. Finally, the book explores current developments on regulation within the industry, on national, regional and international levels. These themes are connected by the argument that, in order to find gaps in the existing laws, it is necessary to establish what they are, what law is applicable and what further developments are needed.

Book excerpt: From the jungles of west Africa to the killing fields of the former Yugoslavia, wherever the next global hotspot flares into action, the private military waits, ready to step into the fray. Once they were known as "soldiers of fortune." Now, they call themselves "military advisors." The honourable history of soldiers-for-hire clashes with the modern distaste for "mercenaries." In this compelling and controversial new book, James Davis reveals the shadowy inside world of the multi-billion-dollar international security industry.

Book excerpt: Meet Blackwater USA, the private army that the US government has quietly hired to operate in international war zones and on American soil. Its contacts run from military and intelligence agencies to the upper echelons of the White House; it has a military base, a fleet of aircraft and 20,000 troops, but since September 2007 the firm has been hit by a series of scandals that, far from damaging the company, have led to an unprecedented period of expansion. This revised and updated edition includes Scahill's continued investigative work into one of the outrages of our time: the privatisation of war.

Book excerpt: "The United States has long utilized private military contractors to augment regular military forces in support of its national foreign policy and security needs. Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. However, this study endeavors to frame the continuing dialog concerning the appropriate use of PMCs to support regular troops."--Abstract from DTIC web site.

Available in PDF, EPUB and Kindle. Book excerpt: Faced with a decreasing supply of national troops, dwindling defense budgets, and the ever-rising demand for boots on the ground in global conflicts and humanitarian emergencies, decision makers are left with little choice but to legalize and legitimize the use of private military contractors (PMCs). Outsourcing Security examines the impact that bureaucratic controls and the increasing permissiveness of security environments have had on the U.S. military’s growing use of PMCs during the late twentieth and early twenty-first centuries. Bruce E. Stanley examines the relationship between the rise of the private security industry and five potential explanatory variables tied to supply-and-demand theory in six historical cases, including Operation Desert Storm in 1991, the U.S. intervention in Bosnia in 1995, and Operation Iraqi Freedom in 2003. Outsourcing Security is the only work that moves beyond a descriptive account of the rise of PMCs to lay out a precise theory explaining the phenomenon and providing a framework for those considering PMCs in future global interaction.
